Selection Process – Bihar Home Guard Gulm Samadeshak Recruitment 2026

The selection for the Bihar Home Guard Company Commander post is conducted through three stages: a Preliminary Written Exam, a Main Written Exam, and a Physical Efficiency Test (PET). Only candidates who clear each stage proceed to the next. The overall recruitment process is expected to take approximately 6 months from the close of applications.

Stage 1: Preliminary Written Examination

The Preliminary Exam consists of 1 paper of 200 marks with 100 objective (multiple-choice) questions to be completed in 2 hours. Questions cover General Knowledge and Current Affairs. Candidates scoring below 30% marks in the Preliminary Exam will be declared ineligible for the Main Exam. Candidates equal to 20 times the number of vacancies (category-wise, merit order) will be shortlisted for the Main Exam. If the number of shortlisted candidates is insufficient, this ratio may be reduced appropriately. If applications received are large enough, the exam may be held in multiple shifts/sessions; in such cases, marks will be normalised using the Equi-Percentile Method.

Stage 2: Main Written Examination

The Main Exam comprises two papers, both objective (MCQ) type:

Paper Subject Marks Questions Duration Minimum Qualifying Marks
Paper I General Hindi 200 100 2 Hours 30% (marks NOT counted in merit)
Paper II General Studies, General Science, Civics, Indian History, Indian Geography, Mathematics & Mental Ability 200 100 2 Hours Counted for merit

Important: General Hindi (Paper I) marks are qualifying in nature and will not be added to the merit list. Only Paper II marks determine the merit. A negative marking of 0.2 marks applies for every wrong answer in both papers. Answer booklets will be in duplicate; one copy will be retained by BPSSC. Candidates equal to 6 times the number of vacancies (category-wise, merit order) will be called for the PET.

Stage 3: Physical Efficiency Test (PET)

Candidates shortlisted after the Main Exam must qualify the following physical events. PET is qualifying only — no marks are added to the merit list. Candidates must individually pass every event. A maximum of 3 attempts is allowed for High Jump, Long Jump, and Shot Put. If a candidate completes the Run within the time limit but fails any other event, they are not given another opportunity in the remaining events.

Event Male Standard Female Standard
Run 1 mile (1.6 km) in 6 min 30 sec 1 km in 6 minutes
High Jump Minimum 4 feet Minimum 3 feet
Long Jump Minimum 12 feet Minimum 9 feet
Shot Put 16-pound shot, minimum 16 feet 12-pound shot, minimum 10 feet

Stage 4: Medical Examination & Character Verification

Before final appointment, all selected candidates will undergo a medical examination, character verification, and antecedent verification as per prescribed rules by the appointing authority. Candidates with adverse reports or those found to have concealed facts will be declared ineligible.

Merit List & Final Recommendation

The final merit list will be prepared category-wise based on Main Exam (Paper II) marks only. In case of a tie in marks, the older candidate (senior in age) will be ranked higher. If age is also equal, the candidate with higher educational qualification will rank above. If educational qualification is also equal, ranking will be based on alphabetical order of names in English as per their Class 10 certificate. Minimum qualifying marks for the final merit list are: General – 40%, BC – 36.5%, EBC – 34%, SC/ST/Women – 32%. BPSSC will forward the names of finally selected candidates to the Deputy Inspector General–cum–Deputy Commandant General, Bihar Home Guard, Patna for appointment.

Appointing Authority

The appointing authority for the post of Gulm Samadeshak (Company Commander) is the Deputy Inspector General–cum–Deputy Commandant General, Bihar Home Guard, Patna, as per the mandate received from the General Administration Department, Bihar Government.

Important Notes Before Applying

  • One mobile number can be used for only one application. Keep your mobile phone with you during registration as the Registration ID and Password are sent via SMS.
  • Only one application per candidate is permitted. Multiple applications will result in rejection of all applications filed by that candidate.
  • Candidates from other states claiming reservation benefits of Bihar will be treated as Unreserved/General category.
  • Candidates applying under a reserved category must ensure their caste/community is listed in the Bihar Government's current list. Check: state.bihar.gov.in.
  • For EWS reservation, the income and asset certificate must be based on Financial Year 2025–26 and issued as per the format prescribed by the General Administration Department vide letter no. 5622, dated 24-03-2026.
  • Married female candidates applying under a reserved category must submit their caste certificate and permanent residence certificate on the basis of their father's details, not husband's details.
  • Pregnant female candidates found pregnant during the medical examination at the PET stage will not be permitted to participate in the Run and PET, and will be declared ineligible. Married female applicants must also submit a declaration stating they are not pregnant.

Salary / Pay Scale – Bihar Home Guard Company Commander 2026

Selected candidates will be appointed at Pay Level-6 under the Bihar Home Guard Service Cadre. The exact pay matrix amount at Level-6 follows the state government's 7th Pay Commission structure applicable to Bihar state employees.

Post Pay Level
Gulm Samadeshak (Company Commander) Level-6

In addition to the basic pay at Level-6, selected candidates will receive other allowances as applicable to Bihar state government employees. The notification does not specify the exact basic pay figure; refer to the Bihar Pay Matrix for Level-6 details.

Troubleshooting & Common Mistakes to Avoid

Based on common errors seen in similar BPSSC recruitment processes, here are the most frequent mistakes candidates make — and how to avoid them.

  • Using a shared/family mobile number: Each mobile number is linked to exactly one application. Use your own number, as the Registration ID and OTP are sent to it and BPSSC will communicate with you on this number throughout the process.
  • Uploading a photo with a coloured or dark background: The notification specifically requires a white background. Coloured backgrounds will lead to rejection of the application.
  • Filling in the wrong reservation category: Candidates from states other than Bihar cannot claim Bihar reservation benefits. If you apply under a reserved category without eligibility, your candidature will be cancelled and legal action may follow.
  • Married women submitting husband's caste certificate: Caste is determined at birth. Reserved-category married female applicants must provide their father's caste certificate, not their husband's.
  • Not filling Part 2 of the application after payment: Registration and payment (Part 1) alone do not constitute a complete application. You must log in and complete Part 2 (detailed form + upload) and click Submit. Incomplete applications will be cancelled.
  • Using an outdated EWS certificate: The EWS income and asset certificate must be based on FY 2025–26. Certificates from earlier financial years will not be accepted.
  • Submitting multiple applications: Filing more than one application (even if you believe an earlier one had errors) will result in cancellation of all your applications. Cancel via the "Cancel Registration" option and re-register, but note that the first fee is non-refundable.
  • Incorrect date of birth entry: Your date of birth must match your Class 10/Matriculation certificate exactly. Any mismatch during document verification will result in cancellation of candidature.
  • Ignoring the 30% qualifying cut in Preliminary Exam: Many candidates underestimate the Preliminary Exam and score below 30%, which disqualifies them from the Main Exam. Prepare thoroughly for General Knowledge and Current Affairs.
  • Not practising Shot Put and Long Jump for PET: Candidates who pass the Run but fail field events are not given another opportunity in the remaining events. All four events must be cleared individually.
