The Hon. Chief Minister Scholarship Scheme (CMSS) - Mukhyamantri Shishyavrutti Yojana - is open for the academic year 2025-26. CMSS Scholarship Eligibility Criteria 2025-26

The 7 Eligible Categories

Only students falling in one of the following seven categories should apply. The circular states plainly that students who do not fall in these categories should not apply.

  1. Girls from talukas with a female literacy rate below 50%
  2. Children of jawans who were killed on duty, or permanently disabled, in incidents such as war, terrorism or naxalism

  4. Children of guardians with 40% or more disability, or the student themselves having 40% or more disability
  5. Children of widowed women
  6. Orphan children whose both parents have died

While applying online, it is necessary to upload the certificate issued by the competent authority for the category selected.

Income Limit

The family annual income of the guardian must be up to ₹4.50 lakh. The income certificate must be obtained from the office of the Mamlatdar, Taluka Development Officer or Talati-cum-Mantri, and must show the parents' income.

An important point for renewal students: the income certificate is valid for 3 financial years from the date it was obtained. If a previously obtained certificate is completing 3 years in the current year, a new income certificate must be obtained immediately.

Bank Account and Aadhaar Seeding

Because the approved amount is credited directly under Direct Benefit Transfer (DBT), the student must open an account in a scheduled bank and compulsorily link their Aadhaar number with that account.

CMSS Educational Qualification: Fresh and Renewal Standards

Who Is a Fresh Student and Who Is a Renewal Student

Students who passed the Std-10 or Std-12 exam in March/April 2025 and took admission in the first year of a Diploma or Degree course, or who passed the Diploma exam and took admission in the first or second year of a Degree, must apply as Fresh students. Students who received assistance under CMSS in the previous year must apply as Renewal students.

Qualification Standards for Fresh Students

  1. Students who passed the Std-10 or Std-12 exam and took admission in a Graduate or Diploma course; students who passed the Diploma exam and took admission in a Degree course; or students who passed the Std-12 exam and took admission in a Degree course.
  2. The student must be from among the 7 categories of highly needy students and must hold the necessary supporting documents.
  3. The student must be the child of a guardian with a family annual income up to ₹4.50 lakh.

Qualification Standards for Renewal Students

  1. After receiving the benefit as a Fresh student, the student must have passed the exam of the year in which the scholarship was received with at least 50% marks.
  2. As per the policy rules of the educational institution, the student must have at least 75% attendance in that academic year. A certificate of the institution is required for this, and the certificate format is available on the website.
  3. The guardian's family annual income must be up to ₹4.50 lakh.

CMSS Scholarship Amount 2025-26 and Course-wise Merit Basis

CMSS Scholarship Registration Rules: Get These Right or the Application Is Rejected

  6. Write your 12-digit Aadhaar card number only after verifying it.
  7. Write your ration card details - ration card number and the student's member ID number - after checking them.
  8. Write bank account details exactly as per the passbook.
  9. Give an active email ID.
  10. Write the percentage shown on your marksheet. If a percentage is not shown, calculate it as per the university or board rules and write it.
  11. Students admitted to Diploma to Degree must write the Diploma enrollment number.
  12. Std-12 Arts and Commerce students must select "General stream", and Science students must select "Science Stream".

The circular ends this section with a clear warning: to get the benefit of the scheme the above information must be given correctly. If any information is given wrongly at the time of applying, the application will be rejected and the student will not be eligible for the benefit.

Document Upload Format and Size

Students must scan their original documents and upload them with the online form. How to Apply for CMSS Scholarship 2025-26 Online

For Fresh Students

  3. Click on Fresh Application and log in using the User-id and Password.
  4. Fill in the details asked and upload the required documents. Scan and upload your original documents.
  5. Take a print of the application after applying online.
  6. Go to the nearest Help Centre related to your course immediately and get the original and self-attested certificates verified.
  7. Submit one set of the application form and documents at the Help Centre and compulsorily collect the Acknowledgement Receipt.

If a student faces difficulty in registration, the circular says to email [email protected] with: (1) admission letter, (2) Aadhaar card, and (3) the 10th / 12th / Diploma marksheet.

For Renewal Students

  1. Go to https://scholarships.gujarat.gov.in/ and log in - do not register again.
  2. Click on Renewal Application and log in using the User-id and Password received on the registered mobile number.
  3. Fill in the details, upload the required documents, and submit.
  4. Upload the income certificate obtained for the year 2025-26.
  5. Take a print, get the documents verified at the nearest Help Centre, and collect the Acknowledgement Receipt.

If a renewal student faces difficulty in logging in, email [email protected] with: (1) admission letter, (2) Aadhaar card, (3) the marksheet of the first, second or third year, whichever applies, (4) the Std-10 / 12 / Diploma marksheet, and (5) the previous year's Student Status.

If your mobile number has changed: a renewal student whose mobile number has changed must visit in person at Knowledge Consortium of Gujarat, opposite PRL, next to L.D. College of Engineering, Navrangpura, Ahmedabad, before the last date of accepting applications, and get the mobile number changed there.

Help Centre Document Verification Is Compulsory

This is the single most important instruction in the circular. After applying online, it is compulsory to go to a Help Centre within 7 days and get the documents verified. If the documents are not verified at the Help Centre, the online application is automatically cancelled, and it is treated as if the student did not apply that year.

  • More than 350 Help Centres have been started across the state, and their details are available on the website.
  • Go to the nearest Help Centre related to your course.
  • Carry the original certificates and the self-attested copies.
  • Submit one set of the application form and documents there.
  • Collect the Acknowledgement Receipt - this is compulsory.
  • Only students whose application has been verified at a Help Centre and who hold the Acknowledgement Receipt will move to the next stage of approval or rejection on merit, within the fixed number of scholarships.
  • Contact Help Centres only on working days, during the office hours of that office.

How to Check CMSS Scholarship Application Status

  1. Go to https://scholarships.gujarat.gov.in/.
  2. Log in with your User ID and password to see the status of your online application.
  3. For a pending application, log in to Student Status.

The circular asks students to keep checking their status, because the office of the head of the concerned department can ask for additional documents relating to the result, family income, or anything else required. If a document is asked for, open the online application immediately, upload it, and get it verified at the nearest Help Centre.

If Your Application Is Pending

  1. Log in to Student Status on the CMSS website.
  2. If the status is pending, an option will appear under "Upload pending document now" to upload the document.
  3. If the "other" option is pending in your status, select the Other option and upload only those documents that the office has asked for in the Remarks under Student Status.
  4. If the same document keeps being asked for, it is advisable to contact the Help Centre, the office of the head of the concerned department, or the KCG office in person.

CMSS Renewal Process 2025-26

Students who received assistance under CMSS in 2024-25 must apply as Renewal students. Renewal requires 50% marks in the previous year's exam, 75% attendance certified by the institution, and family income up to ₹4.50 lakh.

What If Your Result Has Not Come Yet

The circular covers this in detail. A renewal student can still apply before the last date by uploading the self declaration given in Annexure-7, in any of these situations:

  • The result has not come because the university or college held the exam late
  • The result has not come because the university or college did not hold the exam at all
  • You have an ATKT in a subject, a retest is due, and the exam has not been held by the university or college, so the result has not come
  • You have an ATKT in a subject, you gave the retest, and the result has not come
  • You did not get the expected result, applied for rechecking or reassessment, and that result has not come
  • You did not get the expected result, applied for rechecking or reassessment, the result improved, but the result has not been received from the university or college
  • You received the result online but not its hard copy
  • The head of the institution has not issued the certificate for the fresh or renewal application, for some reason
  • Any document is missing for any other reason

In all these cases the student must upload the Annexure-7 self declaration and must apply before the last date. After the last date no representation will be considered. When the marksheet is received from the university or college, it must be uploaded online within 7 days and verified at the Help Centre.

If a student uploads the Annexure-7 self declaration, then the Annexure-7 self declaration must also be uploaded in place of the certificate for scholarship renewal from the head of the institution. As soon as the result comes, the original marksheet must be uploaded along with the scholarship renewal certificate obtained from the head of the institution, immediately.

CMSS Selection Process: Merit Within a Fixed Number

CMSS is not a scheme where every eligible applicant is paid. Students of the 7 fixed categories of highly needy students, with family annual income up to ₹4.50 lakh, are eligible on merit basis, within the fixed number of scholarships for each course.

  • Merit is calculated differently for each course - NEET marks for Medical, Dental, Ayurved and Homeopathy; Std-12 PCB theory marks for Nursing, Physiotherapy and other Para-Medical courses; the Diploma result for D to D; Admission Committee rules for Engineering, Technology and Pharmacy degrees; Std-10 for Diploma; and Std-12 stream results for B.A., B.Com, BCA and B.B.A.
  • Only applications verified at a Help Centre, with an Acknowledgement Receipt, are taken forward for approval or rejection.
  • The same merit criteria apply to both fresh and renewal applications.

Common Rejection and Cancellation Reasons

  • Wrong information at registration. Registering with a different number, or with wrong information, cannot be corrected - and the application can be rejected for giving wrong information.
  • Any wrong information in the application. If any information is given wrongly while applying, the application will be rejected and the benefit will not be payable.
  • No Help Centre verification. If documents are not verified at the Help Centre, the online application is automatically cancelled and the student is treated as not having applied that year.
  • Not in the 7 categories. Students who do not fall in the seven categories should not apply, and the category certificate from the competent authority must be uploaded.
  • Aadhaar not seeded with the bank account. The assistance is not credited if the Aadhaar number is not linked with the bank account.
  • Uploading wrong documents more than 3 times. If a student uploads wrong documents more than 3 times, the application will be cancelled.
  • Not uploading a requested document after 3 chances. If the student does not upload the requested document even after 3 chances are given on the mobile number shown in the application, it will be assumed they do not have it or do not want to give it, and the application will be rejected.
  • Expired income certificate. The income certificate is valid for only 3 financial years from the date of issue.
  • Missing the last date. After the last date, no representation from a student will be considered.
  • Wrong labour card. For the labourer guardian category, only the E-Nirman Card is valid.
