MoSPI released its Strategy for Environmental Economic Accounts in India 2026–2030, a roadmap for strengthening India's environmental accounting framework and better integrating environmental and economic data – in effect, a plan to measure the country's "natural wealth" alongside GDP.

57th GST Council: arrest powers scrapped, prosecution threshold raised to Rs. 5 crore
The 57th meeting of the GST Council, chaired by Union Finance Minister Nirmala Sitharaman in New Delhi on 8 October 2026, approved a package of compliance and enforcement reforms that the government describes as part of "GST 2.0." GST rates were left unchanged.
Key decisions
- Arrest powers: the power of GST officers to arrest taxpayers is to be removed.
- Prosecution threshold: raised from Rs. 1 crore to Rs. 5 crore.
- General penalty (where no specific penalty is provided): cut from Rs. 25,000 to Rs. 10,000.
- Refunds and compliance: faster refunds, simpler registration and returns, easier compliance for small businesses and fewer physical checks on goods in transit; a simplified registration mechanism for small e-commerce sellers; relief on some long-standing input tax credit (ITC) blocks.
- The Finance Ministry said a Committee of Officers will complete its study within three months, with an agenda placed before the next Council meeting.
- One report adds that decisions on rate changes will move to a dedicated meeting held once a year.
Exam note: the GST Council (Article 279A) makes recommendations; amendments to the CGST/SGST Acts are needed before changes like the removal of arrest powers take legal effect.
India joins US and 13 other economies in joint statement on global excess capacity
India joined the United States and 13 other economies (15 in all) in a Joint Ministerial Statement calling for steps to eliminate structural excess capacity and production and to end non-market policies and practices that distort markets. It was released by the Office of the US Trade Representative (USTR) on 7 October, following the G20 Trade Ministerial in Milwaukee, Wisconsin (30 September–1 October), held under the US G20 Presidency.
- The signatories agreed to work through new, dedicated sectoral platforms; sectors of concern reported include autos, EVs, batteries, chemicals, semiconductors and solar panels, with steel handled through the Global Forum on Steel Excess Capacity.
- USTR Jamieson Greer said numerous economies had raised cases where production persistently exceeded global demand and was sustained by government policies.

2026 Nobel Prize in Literature: Anne Carson
The Swedish Academy awarded the 2026 Nobel Prize in Literature on 8 October 2026 to Canadian poet, essayist, classicist and translator Anne Carson (aged 76, born in Toronto, with a home in Iceland), "for her bold and inventive oeuvre that, in playful dialogue with the classical tradition, has created new forms for contemporary literature."
- The Academy singled out her verse novel Autobiography of Red as an example of her ability to "actualise the classical literary tradition," and described her work as centred on the intersection of the philologist's obsession with words and the poet's desire for new meaning.
- The announcement was made by the Academy's Permanent Secretary Ingrid Carlberg. Prize amount: 12 million Swedish kronor (about USD 1.2 million).
- The 2025 laureate was Hungarian writer László Krasznahorkai.
- According to Publishers Weekly, Carson is the third Canadian to receive the prize, after Saul Bellow (1976) and Alice Munro (2013).

Rajnath Singh launches Navy's first indigenous Fleet Support Ship FSS-1 'Surya'
Defence Minister Rajnath Singh launched FSS-1, named 'Surya', the Indian Navy's first indigenously built Fleet Support Ship, at Hindustan Shipyard Limited (HSL), Visakhapatnam, on 6 October 2026. He also laid the keel of FSS-5 and inaugurated an upgraded slipway at the yard.
Key details
- Programme: five Fleet Support Ships (large replenishment vessels that refuel and resupply warships at sea) under a contract of about Rs. 19,000 crore signed in August 2023; HSL builds some of the ships and L&T's Kattupalli yard others.
- Size: about 43,500 tonnes displacement, 223.6 m long and 31.5 m wide, about 20 knots, endurance of roughly 60 days; carries about 20,000 tonnes of diesel, 2,500 tonnes of aviation turbine fuel and 1,000 tonnes of fresh water, plus ammunition and stores.
- Indigenous content: over 82%; combat management, communication and electronic warfare systems come from BEL.
- Once commissioned, these will be the largest class of vessels in the Navy by displacement, exceeding even its aircraft carriers. FSS-1 is expected to be inducted in mid-2027. The launch was performed by Laila Swaminathan, President of the Navy Welfare and Wellness Association.
- The upgraded slipway can build and launch ships of up to 45,000 DWT.
India–UAE exercise Mountain Guardian 2026 under way in Uttarakhand
The India–UAE joint military exercise Mountain Guardian 2026 (reported as the third edition) began on 5 October at the Foreign Training Node, Chaubatia, Uttarakhand, and runs until 18 October. A total of 92 personnel (46 from each side) are taking part – a Bhairav Battalion of the Indian Army and a Mountain Infantry Battalion of the UAE Land Forces – with women officers and combatants in specialist roles. Training covers joint planning, tactical drills, surveillance grids, drone operations, rock climbing and endurance training.
