Programme Manager - Qualification Required

Experience

• Programme Manager: Minimum 15 years of experience after qualification, including at least 7 years managing large IT programmes with multiple vendors. Running a programme of 25 or more people across development, operations and helpdesk. Taking over a live system from an incumbent vendor, or handing one over, without service disruption. Managing an application that carries financial transactions or benefit payments at national scale. Desirable: Programme management on a Government of India platform, and familiarity with GFR 2017, GeM and government procurement; work in agriculture, insurance, or a Direct Benefit Transfer scheme.
• Business Analyst: Minimum 6 years of experience after qualification, including at least 4 years as a business analyst on web or mobile applications. Writing BRDs, FRDs or SRS documents that a development team has built from. Process mapping and requirement workshops with senior users. Running UAT with business users through to sign-off. Desirable: Work on a Government of India or State Government scheme portal; knowledge of crop insurance, PMFBY, RWBCIS, or agricultural credit; working ability in Hindi and one other Indian language.
• Technical Lead: Minimum 10 years of experience in software development after qualification, including at least 4 years leading a development team on Node.js and React. Leading a team of eight or more developers through production releases. Taking a large application from development through user testing into production, and supporting it after. Working with a relational database at scale, including query tuning. Desirable: Upgrading a large Node.js or React code base across major versions; search on Elasticsearch; work on a Government of India or State Government portal, and familiarity with GIGW, accessibility and a CERT-In empanelled security audit.

NeGD Age Limit

The maximum age limit shall be 55 years on the closing date of receipt of application.

NeGD Selection Process

Screening of applications will be based on qualifications, age, and relevant experience. NeGD reserves the right to fix higher threshold of qualifications and experience for screening and limiting the number of candidates for interview. Only shortlisted candidates shall be invited for interviews. NeGD reserves the right to not to select any of the candidates without assigning any reason thereof.

NeGD Important Instructions

• The positions are purely on contract basis initially for a period of 3 years which is further extendable as per the requirement of the project.
• The place of posting shall be in New Delhi but transferable to project locations of NeGD as per existing policy of NeGD/DIC.
• NeGD reserves the right to fill all or some or none of the positions advertised without assigning any reason as it deems fit.
• Appointees shall not derive any right or claim for permanent appointment at NeGD/DIC or on any vacancies existing or advertised in future.
• NeGD reserves the right to terminate the appointments of all positions with a notice of one month or without any notice by paying one month's salary in lieu of the notice period.
• The designation of the selected candidates shall be mapped as per the existing designation policy of NeGD.
• The prescribed eligibility criteria may be relaxed for candidates possessing exceptional qualifications, experience, or suitability for the position, subject to the approval of the Competent Authority.
