Odisha Public Service Commission (OPSC) has advertised 758 posts of Assistant Executive Engineer in Group A of the Odisha Engineering Service: 750 AEE (Civil) for the Water Resources, Works, and Housing and Urban Development departments, and 8 AEE (Mechanical) under Water Resources. The posts carry Level-12 of the pay matrix under ORSP Rules, 2017. There is no OPSC examination and no fee: selection is on a valid GATE score (90% weightage) in Civil or Mechanical Engineering from GATE 2024, 2025 or 2026, plus an interview (10%).

Candidates need an engineering degree (or AMIE) in the relevant branch, must be 21 to 42 years old on 1 January 2026 with relaxations, and must be able to read, write and speak Odia with the prescribed certificate. Online applications are accepted at opsc.gov.in from 22 October 2026 to 11 November 2026, 5:00 PM. Of the 750 Civil posts, 612 are backlog vacancies of earlier years, which is why the number is unusually large. Document verification is expected to begin in the first week of December 2026.

Two Mechanical posts are reserved for persons with disabilities (one Category I, one Category II). Four of the eight are backlog vacancies. PwD and sports-person candidates are adjusted against their own categories; temporary disability does not count. Unfilled women's vacancies go to men of the same category, and there is no exchange between SC and ST. The number of posts may change without notice.

Eligibility Criteria

Educational qualification and GATE score

AEE (Civil) Degree in Civil Engineering from a Government-recognised university or institution, or Associate Membership of the Institution of Engineers (India) in Civil; and a valid GATE score in Civil Engineering
AEE (Mechanical) Degree in Mechanical Engineering or AMIE in Mechanical; and a valid GATE score in Mechanical Engineering

The qualification must be held on the date of application. The GATE rules decide eligibility as much as the degree does:

  • A GATE score is valid for three years, so only GATE 2024, 2025 and 2026 score cards are accepted.
  • The score is valid only if the candidate's GATE marks are at or above the qualifying mark for their category printed on the score card. The advertisement's own example: an SEBC candidate with 32.5 marks against an OBC-NCL qualifying mark of 33.3 is not eligible, score card or not.
  • Only the QR-coded GATE score card is accepted; a GATE mark sheet is not.
  • A candidate with score cards from more than one year uploads one, and is considered only on that one.
  • An affidavit in the format at Annexure-I, affirming the score card is genuine, must be submitted. Forgery is treated as a criminal offence and leads to debarment.
  • OPSC may ask candidates to log in to the GATE portal during verification, so keep the GATE enrolment ID, email and password.

Age limit

Between 21 and 42 years on 1 January 2026: born not earlier than 2 January 1984 and not later than 1 January 2005. The date of birth in the HSC (10th) certificate is the only one accepted.

  • Upper-age relaxation: 5 years for SC, ST, SEBC, women and ex-servicemen; 10 years for persons with 40% or more permanent disability; PwD candidates of SC, ST or SEBC get a cumulative 15 years.
  • Junior Engineers of the Diploma Engineers' Service who acquired the degree later may apply up to 45 years, with not more than five chances.
  • A candidate in more than one category gets only one relaxation, except the PwD addition above.

Knowledge of Odia

Candidates must be able to read, write and speak Odia and must have one of: passed the Middle School examination with Odia as a language subject; passed Matriculation or equivalent with Odia as the medium of examination in a non-language subject; passed Odia as a language subject in the Class VII final examination of a recognised school; or passed the Odia test of Middle English School standard conducted by the School and Mass Education Department or Board of Secondary Education, Odisha. Candidates without Odia in the HSC certificate upload a Headmaster's or Principal's certificate, or the Odia Test Pass Certificate, issued before the last date. The Commission may test Odia at the interview.

Other conditions

  • Citizen of India; of sound health, to be confirmed by a Medical Board before appointment (the health provision does not apply to PwD candidates).
  • Not more than one living spouse, unless exempted by the State Government.
  • Government servants may apply if qualified and within the age limit; they must inform their head of office in writing and produce a No Objection Certificate at document verification.
  • Candidates debarred by OPSC, another State PSC or UPSC for a period are not eligible during that period.
  • All eligibility conditions must be met by the closing date, 11 November 2026.

Not applicable. The advertisement states that no examination fee is charged because the recruitment is conducted on GATE scores.

How to Apply for OPSC AEE Recruitment 2026

  1. Read the long advertisement and the instructions on opsc.gov.in before starting.
  2. Register on the OPSC portal between 22 October and 11 November 2026 (5:00 PM). The form is system-driven; options open according to the data you enter, so enter it accurately.
  3. For AEE (Civil), mark your order of preference among Water Resources, Works, and Housing and Urban Development; it is final.
  4. Upload scanned images of a recent passport-size photograph, your full signature and your left-hand thumb impression; unclear images lead to rejection without correspondence.
  5. Upload the documents listed below, including the QR-coded GATE score card for the year you choose and the Odia certificate if needed.
  6. Submit. A Permanent Public Service Account Number (PPSAN) is assigned. Take printouts of the registration and the final application, sign the declaration, and keep them with copies of the certificates to submit when asked.
  7. There is no edit facility: to change anything after submission, cancel the application and apply again within the last date. Apply early rather than on the closing day.

  • Sports identity card or certificate from the Department of Sports and Youth Services or Director of Sports, Odisha (participation or award certificates alone do not count)
  • No Objection Certificate, for Government servants
  • Identity proof: Aadhaar, EPIC, driving licence, passport or PAN
  • Third-gender identity certificate and name-change documents, where applicable

Every certificate must have been issued on or before the date you submit the online application; certificates issued later are not considered.

Selection Process

  1. Document verification in phases. Candidates are called in a reasonable number, category-wise, strictly in order of the uploaded GATE score, for scrutiny of the score card, documents, eligibility and reservation claims. Appearing at verification confers no right to selection.
  2. Shortlist for interview. After verification, about two times the advertised vacancies in each category (minimum five) are shortlisted on GATE score.
  3. Interview. Worth 10% of the total; the Commission may test Odia reading, writing and speaking here.
  4. Final merit. GATE score at 90% plus interview marks; the final list equals the number of advertised vacancies per category. Ties are broken first by interview marks, then by age (older first).

After the result, OPSC publishes the GATE score (at 90%) of the last selected and last shortlisted candidate in each category, together with individual GATE and interview marks.

Salary and Service Terms

  • Pay: Level-12, Cell-1 of the pay matrix under ORSP Rules, 2017, with dearness allowance and other allowances as sanctioned by the Government of Odisha.
  • Probation: two years from the date of joining.
  • Pension: appointees are covered by the contributory pension scheme (NPS) under the Odisha Civil Services (Pension) Amendment Rules, 2005; submitting the NPS application at joining is mandatory.
  • Selected candidates are examined by a Medical Board before appointment.

Reservation and Certificate Rules

  • Reservation and relaxation for SC and ST (by birth) and SEBC apply to candidates of Odisha only.
  • SEBC (non-creamy layer) certificates are valid for three years and must have been issued on or after 23 October 2023. An OBC certificate is not accepted in place of an SEBC certificate.
  • Women claiming SC, ST or SEBC must submit a certificate showing "daughter of"; a certificate by marriage ("wife of") is rejected.
  • Community once entered in the form is final; no change of category and no withdrawal of candidature is allowed.
  • Certificates obtained just before applying and later found inadmissible lead to cancellation of candidature and punitive action.
