RBI MPC minutes: unanimous hike, 4–2 vote on shifting to 'calibrated tightening'
The minutes of the 5–7 October meeting of the Monetary Policy Committee, released on 21 October, show that all six members voted for the 25 bps repo hike to 5.50%, but the shift in stance from neutral to 'calibrated tightening' passed by 4:2.
Key points
- Dissent on stance: external members Nagesh Kumar and Ram Singh backed the hike but wanted the stance kept neutral. Singh argued current inflation is mainly supply-driven, with classic signs of overheating largely absent, and that there is a case for "incremental, mild" hikes, not "high-for-long rates".
- Hawkish views: Governor Sanjay Malhotra said the change signals that "rate cuts are off the table in the near term". Executive Director Indranil Bhattacharyya urged members to act pre-emptively and said the new stance means a hike or a pause are the only options. External member Saugata Bhattacharya said real interest rates remain too low.
- Members were worried that inflation is spreading beyond food and fuel, and that second-round price rises are a risk. Headline inflation is nearing the upper end of the RBI's 4% ± 2% tolerance band (CPI was 5.54% in September).
- The MPC has six members: three from the RBI (the Governor, a Deputy Governor and an Executive Director) and three external members appointed by the Government.

- September: CPI inflation 5.54%, WPI inflation 11.39%, merchandise exports up 23.04% to USD 44.40 billion.
