Eligibility Criteria 

1. ICTC Counselor - Educational Qualification and Experience

• Essential Qualification:
  • Graduate degree holder in Psychology/Social Work/Sociology/Anthropology/Human development/Nursing with 3 years of experience in counselling/educating under National Health programme
  • OR
  • Post-graduate in Psychology/Social Work/Sociology/Anthropology/Human development/Nursing
• For PLHIV candidates: Graduate degree holder in Psychology/Social Work/Sociology/Anthropology/Human development/Nursing with 1 years of experience in counseling/educating under National Health Programmes

2. FIART Counselor - Educational Qualification and Experience

• Essential Qualification: Graduate degree holder in Psychology/Social Work/Sociology/Anthropology/Human development/Nursing with 1 years of experience in counseling/educating under National Health Programmes
• Desirable: Experience of working under National AIDS and STD Control Programme(NACP) facility or community settings
• Knowledge and Skill:
  • Computer literate with working knowledge of MS Office, usage of internet and electronic mail
  • Familiarity with government health policies and related programmes
  • Ability to work in teams, and flexible ways of working as per the need of programme

3. ICTC Lab Technician - Educational Qualification and Experience

• Essential Qualification: B.SC in Medical Laboratory Technology(BMLT) or BMLS, Diploma in Medical Laboratory Technology(DMLT) or DMLS with the course duration of at least 2 years recognised by State Government/Central Government
• Essential Experience:
  • Two years of experience of working in diagnostic laboratory for those with B.Sc/Diploma in Medical Laboratory Technology (course duration of 2 years)
  • One year experience for those working in diagnostic laboratory for candidates having M.Sc in Medical Laboratory Technology
  • Candidates with experience of working in accredited labs or those labs who have applied for accreditation will be preferred
• Desirable: M.Sc In Medical Laboratory Technology/MMLS

Selection Process

Candidates will be selected based on the following criteria:

• Essential basic qualifications: 30 marks (30x Percentage/100)
• Post qualification relevant work experience in same field: 10 marks (02 marks for each completed year, maximum 10 marks)
  • In State Govt./Semi Govt./UT/any Govt. Board/Corporation/NHM /SACS shall be considered
  • OR
  • In private hospitals/Labs, which are JSI/NABH/NABL accredited /ISO certified and any other nationally accredited Health Institution only will be considered/admissible at par with Govt. Facilities
• Local area Weightage: 10 marks
  • For Haryana applicants: 10 marks for the candidate be a bonafide resident of Haryana (Haryana resident certificate/Domicile)
  • For out of the State applicants: Zero (0) marks
• Total Marks: 50
• Document Verification: Candidates must produce all original testimonials at the time of document verification

3. Fill the application form in your own handwriting in capital letters with self-attested one set of all the testimonials
4. Attach all required documents (Educational certificates, Experience certificates, Caste certificate, Address proof, etc.)
5. Submit the application form in person only in offline mode by 10.02.2026 till 04.00PM in room no. 224 O/o Civil Surgeon, Bhiwani
6. Applicants must have to produce all original testimonials before the document verification committee at the time of document verification
7. If any candidate fails to produce their original documents at the time of Document Verification, their candidature will be cancelled immediately and no any other chance will be provided to candidate for Document Verification

• Applicant should have passed Hindi/Sanskrit up to Matric
• Applicant must be permanent resident of Haryana (Bonafide domicile certificate from Executive Magistrate should be furnished)
• Age as per Haryana Govt. Policy
• These posts are district specific and non transferable
• Reservation Policy as per Haryana Govt. Reservation Policy and Advertisement is as per backlog of reservation in District Bhiwani
• Candidates should submit latest Caste/Category certificate as per Haryana Government Reservation Policy
• NHM Bye-laws are not applicable to this post
• The applications received through post/courier/mail or by any other mode will not be entertained
• Selected candidate shall disclose to this Haryana State AIDS Control Society any business or professional employment or activity in which he may be engaged prior to or at any time in the course of present agreement. These activities shall not be incompatible with the performance of the services
• Waiting list of three candidates per post will be kept so that post need not to be re-advertised again & again and posts may not remain vacant. This waiting list will be valid for one year
• UDID card is compulsory to claim the benefit of Person with Disability(Pwd) reservation. No reservation benefit will be granted in absence of UDID card
• Experience Certificate should be supported with proper dispatch number, stamp and sign of issuing authority with salary mentioned in experience certificate. Candidate to produce last month Salary slip (if salary is not mentioned in Experience Certificate) with Relevant Post qualification Experience and terms and conditions. Post qualification relevant work experience in same field in any State Govt./Semi Govt./UT/any Govt. Board/Corporation/NHM /SACS shall be considered
• Post Qualification relevant work experience in same field in private hospitals/Labs, which are JSI/NABH/NABL accredited /ISO certified and any other nationally accredited Health Institution only will be considered/admissible at par with Govt. Facilities
• No TA/DA will be paid to participate in recruitment process at any stage
• The selected candidate's engagement shall be governed by the terms and conditions of the contract, shall be engaged purely on contractual basis under the relevant guidelines and the candidate shall not have any claim whatsoever for regular appointment, permanent absorption, seniority of any other service benefits
• The service conditions shall be governed according to National AIDS Control Organization(NACO), MOHFW, Govt. of India and Haryana State AIDS Control Society, Panchkula guidelines issued from time to time
• The work and conduct will be assessed and in case of unsatisfactory performance the contract shall be terminated by the appointing authority without any notice
• Applications are invited to fill up the post under National AIDS Control Programme purely on contractual basis on behalf of Haryana State AIDS Control Society District Bhiwani initially up to 31/03/2026 which may be renewed on year to year basis on assessment of performance
• Further renewal of contract will be based on the satisfactory performance as assessed from time to time
• Person Having any criminal case/FIR against them or convicted by court, are not eligible
• Candidate should not be expelled/terminated from any Government/Semi-government Services/Department, should not be convicted by any court/department and there should be no FIR/Charge-Sheet pending against the candidate
• No document will be accepted after last date of submission of application form (10.02.2026 till 04.00PM)
• Posts can be increased/decreased/abolished or amended at any time by competent authorities. District authorities have right to amend any clerical mistake found at any stage of recruitment process. No claim will be entertained in this regard
• While due care has been taken in drafting the advertisement but possibility of inadvertent/technical/clerical error cannot be ruled out. Civil Surgeon Bhiwani reserves the right to rectify the same at any stage of recruitment process

Salary/Stipend

• ICTC Counselor: Rs. 21,000/- Per Month (Consolidated)
• FIART Counselor: Rs. 21,000/- Per Month (Consolidated)
• ICTC Lab Technician: Rs. 21,000/- Per Month (Consolidated)
• Note: The remuneration for above said posts is consolidated and no other allowance is admissible
