Eligibility Criteria

  • Central Secretariat Stenographers Service (CSSS):
    • Regularly appointed Stenographer Grade “D” with not less than six years’ approved service as Stenographer Grade “D” as on 01.07.2025.
    • If appointed to Grade “D” on the results of a Competitive or Limited Departmental Competitive Examination, the result should have been announced not less than six years before the crucial date and at least five years’ approved and continuous service in that grade is required.
    • Stenographers Grade “D” on deputation to ex-cadre posts with approval of competent authority and those having lien in Grade “D” of the service are eligible if otherwise fulfilling conditions.
    • Relaxation for Direct Recruit Steno Grade D of Select List Year 2018 as per Order No. 6/2/2024-CS.II(C) dated 29.07.2025: one year relaxation in approved service; one year five months relaxation in duration between date of result and crucial date; up to one year six months relaxation in continuous service.
    • Computer Literacy: candidates will be required to transcribe shorthand notes on computers.
  • Indian Foreign Service Branch (B) Stenographers:
    • Should have rendered not less than six years’ approved service as per IFS Branch “B” Rules, 2017 and have undergone and successfully completed mandatory training programme(s) as prescribed by Ministry of External Affairs.
    • Eligibility service continues to be five years’ approved service for persons holding Stenographer Grade “D” posts on regular basis before commencement of these rules.
  • Armed Forces Headquarters Stenographers Service:
    • On the crucial date, should have rendered not less than three years’ approved and continuous service in Grade “D” of the service.
    • If appointed on the result of a competitive or Limited Departmental Competitive Examination, the result should have been announced not less than three years before the crucial date and at least two years’ approved and continuous service in that grade is required.
    • Stenographers Grade “D” on deputation to ex-cadre posts with approval of competent authority and those having lien in Grade “D” are eligible if otherwise fulfilling conditions.
  • Railway Board Secretariat Stenographers Service:
    • Regularly appointed Stenographer Grade “D” with not less than six years’ approved service as on 01.07.2025.
    • If appointed on results of a competitive examination, the result should have been announced not less than six years before the crucial date and at least five years’ approved and continuous service in that grade is required.
    • Eligibility service continues to be three years’ approved service for officials holding Grade “D” posts on regular basis before commencement of the rules.
    • Stenographers Grade “D” on deputation to ex-cadre posts with approval of competent authority and those having lien in Grade “D” are eligible if otherwise fulfilling conditions.
    • Computer Literacy: candidates will be required to transcribe shorthand notes on computers.
  • Election Commission of India Stenographers Service:
    • On the crucial date, should have rendered not less than three years’ approved and continuous service in Grade “D” of the service.

Selection Process

  • The examination will comprise:
    • Part-A: Computer Based Examination (200 marks).
    • Part-B: Short Hand Skill Test in Hindi or English (200 marks).
    • Part-C: Evaluation of Record of Service (APARs) carrying a maximum of 100 marks.
  • Part-A – Computer Based Examination:
    • Subjects:
      • General Awareness – 100 questions, 100 marks.
      • Comprehension and Knowledge of English Language – 100 questions, 100 marks.
    • Time: 2 hours (2 hours 40 minutes for candidates eligible for scribe as per para 36(a), 36(b) & 36(c)).
    • Objective Type Multiple Choice questions; General Awareness in Hindi and English; English Language section in English only.
    • Negative marking: 0.25 marks for each wrong answer; no re-evaluation/re-checking.
  • Part-B – Short Hand Skill Test (Stenography Test):
    • Only candidates who obtain minimum qualifying marks in Computer Based Examination, as fixed by the Commission, will be called for Stenography Test.
    • One dictation for 10 minutes at 100 w.p.m. in English or Hindi (as opted) for Stenographer Grade “C”.
    • Transcription on computer:
      • English: 40 minutes (55 minutes for candidates eligible for scribe).
      • Hindi: 55 minutes (75 minutes for candidates eligible for scribe).
    • No exemption from Stenography test; medium once opted is final.
  • Part-C – Evaluation of Record of Service:
    • Evaluation of APARs of such candidates as decided by the Commission on the basis of performance in Computer Based Examination and Stenography Skill Test, carrying a maximum of 100 marks.
    • No change in APAR grading etc. will be entertained after evaluation.
  • Mode of Selection:
    • Category-wise qualifying standards in Skill Test will be fixed by the Commission.
    • Candidates qualifying Skill Test will be considered for final selection on the basis of merit in Computer Based Examination, Skill Test and APAR evaluation.
    • Separate select lists will be prepared for each participating cadre/service to the extent of available vacancies, subject to reservation.

General Information/Instructions

  • Candidates must apply online on the new SSC website https://ssc.gov.in; earlier OTR on https://ssc.nic.in will not be functional for the new website.
  • Online application process has two parts: One Time Registration (OTR) and filling of Online Application Form; detailed instructions are given in Annexure-IV and Annexure-V.
  • Candidates should submit only one application; multiple applications may lead to rejection.
  • OTR requires mobile number, email ID, Aadhaar or other ID, and Matriculation details; data must match Matriculation certificate.
  • Candidates are advised to opt for Aadhaar-Based Authentication; Aadhaar-authenticated candidates will not be required to produce recent colour photographs or original valid photo-identity proof at examination venue for CBT, and their applications will not be rejected for minor photograph/signature issues.
  • Photograph will be captured live through camera/mobile with plain background and without cap/mask/spectacles; applications with unacceptable photographs can be rejected.
  • Signature must be uploaded in JPEG/JPG format (10–20 KB, 6.0 cm x 2.0 cm, 300 DPI); blurred/miniature signatures will be rejected.
  • Candidates must ensure correctness of details; no change in entries will be allowed at any stage and incomplete/incorrect applications will be rejected.
  • Admission Certificates (AC) will be issued online only on SSC (Northern Region) website https://sscnr.nic.in; candidates must regularly visit SSC-HQ and SSC-NR websites for updates.
  • Examination will be conducted at Delhi only; no request for change of centre will be entertained and appearing at a centre other than allotted will result in cancellation of candidature.
  • Candidates (non-Aadhaar-authenticated) must carry Admission Certificate, two recent colour photographs and original valid Photo ID with date of birth; if DOB mismatch occurs, entry will be denied.
  • PwBD/PwD candidates availing scribes/compensatory time must produce requisite medical certificates; failure will lead to cancellation.
  • The Commission reserves the right to cancel centres, change schedule, divert candidates and take necessary actions; decisions of the Commission are final and binding.

How to Apply

  • Candidates must apply online on SSC’s new website https://ssc.gov.in; applications through any other mode will not be accepted.
  • Part I – One Time Registration (OTR):
    • Access ‘Register Now’ under ‘Login or Register’ on https://ssc.gov.in.
    • Provide Aadhaar or other permitted ID details, name, parents’ names, date of birth, Matriculation board, roll number, year of passing, highest qualification, mobile number and email ID.
    • Verify mobile and email through OTP; create password; fill additional details such as category, nationality, identification mark, disability, permanent and present address; submit declaration and complete OTR within prescribed time.
  • Part II – Online Application Form:
    • Login using Registration Number and password; click “Apply” link under Grade “C” Stenographers LDCE 2025 in “Live Exam” tab.
    • Most personal data will be auto-filled from OTR; remaining fields include Department/Cadre, year of examination, date of joining feeder service/cadre and length of service, centre (Delhi), PwBD details and requirement of scribe, medium of Stenography Test, service/cadre name, service particulars, experience details and details of Stenography Test.
    • Capture live photograph following prescribed instructions and upload scanned signature as per specifications.
    • Upload required documents: certified true copy of first page of Service Book, particulars of service, disability certificates (if applicable) and any other relevant documents.
    • Preview the application, verify all details, complete declaration by ticking “I agree” and entering captcha, and submit the application; take printout of the application for record.
  • Forwarding of Printed Application:
    • After online submission, printed copy of the application, complete in all respects and accompanied with necessary documents, must be forwarded by respective Service/Organisation/Cadre Controlling Authority to:
      “The Regional Director, Staff Selection Commission (Northern Region), Block No.12, C.G.O. Complex, Lodhi Road, New Delhi-110003”.
    • It must reach by 27.01.2026 (18:00 hrs); for candidates abroad/Andaman & Nicobar Islands/Lakshadweep, by 03.02.2026 (18:00 hrs).
