UKPSC Combined State Civil Services Recruitment 2026 Selection Process

Selection follows a three-stage process: Preliminary Examination, Main Examination, and Interview.

  • Preliminary Examination (Objective type): A screening exam only - its marks are not added to the Main Examination or Interview marks. It has two objective-type papers. Paper-2 (General Mental Ability Test) is qualifying only, requiring a minimum of 33% marks for all categories. Ranking for qualifying to the Main Examination is based solely on Paper-1 (General Studies) marks. Calculators are not allowed. Negative marking applies: 1/4 of the marks allotted to a question is deducted for each wrong answer; multiple answers to one question are treated as wrong; unattempted questions attract no penalty.
  • Main Examination (Written/Descriptive type): Held at examination centres in Haldwani and Haridwar, using a Question-Answer Booklet (QAB) format. Answers must be given entirely in English or entirely in Hindi (Devanagari script) for a given paper - mixing languages within one paper is not allowed, except for technical terms.
  • Interview: Candidates declared successful in the Main Examination must submit an online post-wise preference (Online Preference Sheet) before the Interview stage.

The detailed subject-wise Main Examination papers, marks distribution, and full syllabus for Preliminary and Main Examinations are provided in a separate appendix of the official notification.
