NPCI defers UPI merchant charges until after Diwali
The UPI and Services Steering Committee of the National Payments Corporation of India (NPCI) decided on 13 October to defer the Merchant Discount Rate (MDR) on select person-to-merchant (P2M) UPI transactions, which was due to start on 15 October 2026. The new date, after Diwali (8 November), will be notified separately. The deferment follows requests from merchant bodies and payments firms, citing the festive shopping season; the fee structure itself is unchanged.
The proposed framework
- Person-to-person (P2P) transfers remain free, and payments to merchants up to Rs. 2,000 stay under the zero-MDR framework.
- On selected merchant payments above Rs. 2,000, a 0.4% MDR (capped at Rs. 300); a flat Rs. 5 for categories such as railways, fuel, insurance and utilities; and 0.02% (capped at Rs. 300) for capital-market payments.
- Banks have been advised to ensure merchants do not pass the MDR on to customers. The Finance Ministry's earlier notification under Section 10A of the PSS Act, 2007 keeps UPI payments up to Rs. 2,000 and RuPay debit card payments free.
