India – National Affairs

Cabinet extends National Social Assistance Programme to 2030–31 with Rs. 53,428 crore; renamed 'Pradhan Mantri Samajik Sahayata Yojana'

The Union Cabinet, chaired by Prime Minister Narendra Modi, approved on 14 October 2026 the continuation of the National Social Assistance Programme (NSAP) for five years, 2026–27 to 2030–31, with a total outlay of Rs. 53,428 crore. It will benefit about 3.20 crore people across all 36 States and UTs.

Key details

  • New names: NSAP becomes the Pradhan Mantri Samajik Sahayata Yojana (PMSSY). Its sub-schemes, earlier named after Indira Gandhi, are renamed: the old-age pension scheme (IGNOAPS) becomes Pradhan Mantri Vridhavastha Pension Yojana; the widow pension scheme (IGNWPS) becomes Pradhan Mantri Vidhawa Pension Yojana; the disability pension scheme (IGNDPS) becomes Pradhan Mantri Divyangjan Pension Yojana; and the National Family Benefit Scheme becomes Pradhan Mantri Parivar Labh Yojana.
  • Disability pension: the eligibility threshold is cut from 80% to 40% disability, with no minimum age (from birth); monthly assistance is Rs. 375 up to age 79 and Rs. 625 for those aged 80 and above. Revised guidelines are to be issued within three months.
  • Background: NSAP was launched on 15 August 1995 under Article 41 (a Directive Principle of State Policy) and is a Centrally sponsored scheme with 100% central assistance, run by the Department of Rural Development.

India's Ramsar sites rise to 103: Sukhna Wetland and Sauj Jheel added

Union Environment Minister Bhupender Yadav announced on 15 October 2026 that Sukhna Wetland (Chandigarh) and Sauj Jheel (Mainpuri district, Uttar Pradesh) have been designated Ramsar sites, taking India's tally from 101 to 103.

  • Sukhna Wetland (Ramsar Site No. 2602) is Chandigarh's first Ramsar site: a peri-urban reservoir at the foothills of the Outer Himalayas, important for birds on the Central Asian Flyway.
  • Sauj Jheel (Site No. 2603) is a shallow lake in the Ganga floodplain. Mainpuri becomes the only district in Uttar Pradesh with two Ramsar sites (the other is Saman Bird Sanctuary).
  • The Ramsar Convention was adopted in Ramsar, Iran, in 1971 and came into force in 1975; India joined on 1 February 1982. Tamil Nadu has the most Ramsar sites of any State (20, as reported).

PM Modi dedicates Rs. 3,350 crore of Ladakh projects

On 15 October the Prime Minister inaugurated five projects in Ladakh by video conferencing: the new terminal at Leh airport (reported as India's first airport terminal with geothermal heating alongside solar), the 298-km Nimmu–Padum–Darcha road (reported to cut travel time from about 12 hours to about three), the 9 MW Hanu Hydroelectric Project, India's first Petroglyph Conservation Park at Sindhu Ghat, Leh, and 40 water bodies under Project Him Sarovar. He also interacted with and felicitated India's Asian Games contingent in New Delhi the same afternoon.

Rajya Sabha: all 12 seats filled unopposed; no polling today

No polling was needed on 16 October. All candidates for the 12 Rajya Sabha seats in the October round were declared elected unopposed after the withdrawal deadline on 9 October: Uttar Pradesh 10 (BJP 8, Samajwadi Party 2, including Ram Gopal Yadav), Uttarakhand 1 (BJP's Dinesh Arya) and a West Bengal by-election seat (BJP's Rukmini 'Koel' Mallik).

  • Exam note: when the number of candidates equals the number of seats, the returning officer declares them elected under Section 53(2) of the Representation of the People Act, 1951.
  • The terms of the ten outgoing Uttar Pradesh members end on 25 November. The BSP's only member from the State, Ramji Gautam, retires then, and the party did not have the numbers to field a replacement, so it loses its Rajya Sabha representation from the State.

India's UNSC bid: a contested election in June 2027

The General Assembly vote is in June 2027, and a two-thirds majority is needed.

  • Rival: Tajikistan, for the single Asia-Pacific seat (the one now held by Bahrain). Unlike its 2021–22 bid, which was unopposed, this is a contest.
  • If elected, it would be India's ninth term (earlier terms: 1950–51, 1967–68, 1972–73, 1977–78, 1984–85, 1991–92, 2011–12, 2021–22).
