For Senior Consultant (Forest Fire Risk Management):

• Essential Qualification: Master's in Forestry, Environmental Science, MBA (Disaster Management), Remote Sensing/GIS or Disaster Management

For Consultant (Forest Fire Risk Management):

• Essential Qualification: Master's in Forestry, Environmental Science, Remote Sensing/GIS or Disaster Management

• Fresher with Zero to one year in relevant field like Post Graduate Degree in Disaster Management/Bio Science / Forestry/ Environmental Science/ Atmospheric Science/ GIS/ Geography and Geology or equivalent (IIRS/SAC) or related field

Salary/Stipend

For Senior Consultant (Forest Fire Risk Management):

• Remuneration Band: Rs. 75,000 - 1,75,000/- per month
• Note: Remuneration, Allowances, leave entitlements, medical and all other appointments in respect of retired State Government employees will be same as the retired Central and State Government employees engaged as Sr Consultants on Contract

1. Mitigation Project Physical and Financial Aspects:

• Mitigation Project for forest fire Risk management Consist of 144 District and 19 states with SDMA's and State Forest Departments being the implementing agency
• To support in evaluating project reports submitted by the States
• To support in coordination with the states/Institutes/Stakeholders on forest fire for meetings
• To support in conducting meetings for the appraisal committee for approval of PPR and other meetings during the forest fire season
• Taking stock of equipment and preparedness by the states conduct forest fire risk and hotspot mapping using remote sensing and GIS
• Support the design of forest fire mitigation and response plans
• To review physical and financial progress made by the institutes, states and agencies with respect to allocated components (Structural and non-structural)
• Facilitate coordination between forest department and disaster management authorities
• To compile and submit quarterly financial progress and expenditure reports including budget variance analysis and progress reports
• To prepare and submit monthly reports including expenditure statements, fund utilization details, and reconciliation reports
• To prepare and submit monthly Utilization Certificates (UCs) in the prescribed as per NDMA/MH timelines
• Undertake review submit the annual financial reports with budget vs actual expenditure, fund flow analysis, and outstanding liabilities within the project constraints for audit ready statements
• Consultant will be responsible for coordinating, managing, implementing and monitoring activities/works of the project under the overall supervision of the Project Lead

2. Physical Visit and Monitoring:

• Handle all types of coordination with the States Institutes ministries & agencies in monitoring project activities, managing consultancy contracts, monitoring and evaluation, communication, and documentation
• Physical visit will mainly cover ground truthing of Project proposals/SOP claimed by the states, institutes and agencies
• Process monitoring and workshop activities, evaluation of training programmes/ utilization of fund, related database and present quarterly reports
• Organizing/overview training programmes/ Meetings and preparing necessary documentations/ presentations/ reports/minutes of the meeting
• Physical visit for coordination with the states/ Institutes/ stakeholders on forest fire for meetings
• After the field visit the consultant will have to present reports to the senior formation
• To support in conducting review meetings during the forest fire season

3. Database Management:

• Consultant will Monitor the Forest Fire Alert Data which is disseminated by Forest Survey of India, FSI (Forest Fire Season Nov- June)
• To ensure all the forest fire alert data to be maintained, and review where action needs to be taken eg. request to server formation for necessary action on field fire incidents
• Maintain coordination with FSI- for day-to-today alert and coordination with states as per SoP threshold envisaged on forest fire response mechanism and timely updates to the server formation
• To maintain complete digital and physical records of accounts, ledgers, vouchers, and supporting documentation on a continuous basis and to make them available for inspection whenever required
• To provide additional financial inputs, statements, or expenditure summaries as and when required by NDMA/Project Lead within the given period

4. Knowledge Management:

• Consultant will ensure proper collaboration with the different institutes, agencies and states for retention of institutional memories
• To compile and prepare a compendium on best practices, lessons learned, and way forward of forest fire risk management in Indian states
