Eligibility Criteria

Essential Qualifications & Experience (for Both Promotion and Deputation)

• Educational Qualification: Bachelor's Degree in Civil Engineering from a recognized University or Institute
• Service Experience: 17 years regular service in the post carrying substantive pay scale of Level 10 of Pay Matrix (Rs. 56,100 - 177,500) or equivalent level or higher
• Infrastructure Experience: Out of the 17 years service, at least 10 years experience in implementation of Infrastructure Sector Projects related to Highways, Roads, or Bridges

Desirable Qualifications

• Experience in handling Public Private Partnership (PPP) Projects
• Experience in mega highway/infrastructure development projects
• Experience in project management and execution

Recruitment Routes

Route 1: By Promotion (Internal NHAI Candidates)

Eligibility Criteria:

• Holding the post of General Manager (Technical) at NHAI on regular basis
• Regular service for a period of 3 (three) years in the post of General Manager (Technical)
• 17 years regular service in the post carrying substantive pay scale of Level 10 of Pay Matrix (Rs. 56,100 - 177,500) or equivalent level or higher
• Out of 17 years, at least 10 years experience in implementation of Infrastructure Sector Projects related to Highways/Roads/Bridges

Special Relaxation: One-time relaxation is given for counting deputation service as regular service while calculating 17 years service requirement as per NHAI (Recruitment, Seniority and Promotion) Regulations, 2024.

Route 2: By Deputation (Central Government / State Government / PSUs / Institutions)

2A. From Central Government or State Governments or Union Territories or Universities or Recognized Research Institutions or Public Sector Undertakings or Semi Government or Statutory or Autonomous Organizations:

Eligibility - Option 1:

• Holding analogous post on regular basis in parent cadre at Level 14 of Pay Matrix (Rs. 144,200 to 218,200) or equivalent
• Possessing essential educational qualification and essential experience as stipulated

OR Eligibility - Option 2:

• With 3 years regular service in the grade rendered after appointment on regular basis in Level 13 of Pay Matrix (Rs. 123,100 to 215,900) or equivalent
• Possessing essential educational qualification and essential experience as stipulated

2B. From State Public Works Departments (PWD):

Eligibility Criteria:

• Holding Bachelor's Degree in Civil Engineering from a recognized University or Institute
• Holding the post of Chief Engineer on regular basis, OR should have worked as Superintending Engineer on regular basis for at least 3 (three) years
• 17 years regular service in the post carrying substantive pay scale of Level 10 of Pay Matrix (Rs. 56,100 - 177,500) or equivalent level or higher
• Out of the 17 years service, at least 10 years experience in implementation of Infrastructure Sector Projects related to Highways/Roads/Bridges

Age Limit

• For Deputation: Not exceeding 58 years as on the last date for receipt of applications (06-03-2026)
• Remaining Service: Candidates must have more than 02 years of remaining service before superannuation in parent department as on closing date of applications

Salary & Pay Structure

Deputation Terms & Conditions

• Initial Deputation Period: 1 to 5 years (can be decided with approval of NHAI Chairman)
• Extension (6th Year): May be extended with approval of Secretary, Ministry of Road Transport & Highways
• Extension (7th Year): May be extended with approval of Hon'ble Minister for Road Transport & Highways, subject to satisfactory performance
• Special Provision: Officers of Central Engineering Service (Roads), Ministry of RMH can have maximum deputation of 10 years up to 31.12.2026, thereafter maximum 7 years
• Service Credit: Period of deputation already served in NHAI on deputation shall be counted for remaining approved deputation tenure only

• Chief Engineer on regular basis, OR Superintending Engineer for 3+ years on regular basis

• 10 years of those 17 years in highway/road/bridge infrastructure projects
• Not exceeding 58 years age as on 06-03-2026
• More than 2 years remaining service before retirement

Important Note on Dates:

NHAI at its discretion may extend the date of accepting the printout copy of application along with requisite documents from Parent Departments by 7 days prior to the Meeting of Search-cum-Selection Committee.

Selection Process

• Search-cum-Selection Committee (SCSC): Selection will be done through SCSC consisting of senior government officials and NHAI representatives
• Evaluation Criteria: Academic qualifications, professional experience, project management capabilities, track record in highway/infrastructure projects, and suitability for the position
• Interview: Selected candidates may be called for interview/interaction with SCSC
• Merit-Based Selection: Selection will be purely on merit basis based on experience, qualifications, and suitability
• Vigilance Clearance: In case of selection, applicants must furnish fresh vigilance clearance before joining (especially for those who had applied in previous advertisement)
