Cochin Port Chief Mechanical Engineer 2026 Vacancy Details

The total number of vacancies for Cochin Port Chief Mechanical Engineer Recruitment 2026 is 1 post in Class-I cadre, to be filled by absorption through composite method from eligible officers of Major Ports, failing which by deputation and failing both by direct recruitment.

Eligibility Criteria

1. Educational Qualifications (as per RR)

• Degree or equivalent in Mechanical Engineering from a recognised University/Institution, OR
• Degree or equivalent in Electrical/Electronics & Communication Engineering/ Naval Architecture from a recognised University/Institution, OR
• MOT 1st Class Motor Certificate issued under Merchant Shipping Act 1958.

2. Experience (for Direct Recruitment as per RR)

• Fifteen years’ experience in managerial capacity dealing with Mechanical/Electrical/Marine/Electronics Engineering works.
• Out of the above, 8 years’ experience shall be in workshops undertaking maintenance of cargo handling equipments/Electrical Installations/Ship Repairs in any Major Port Trusts/Industrial/Commercial/Government Undertaking.

3. Eligibility for Absorption through Composite Method (Major Ports)

• Officers holding posts in the scale of pay of Rs. 90,000 – 2,40,000 with two years’ regular service; OR
• Officers holding posts in the scale of pay of Rs. 80,000 – 2,20,000 with three years’ regular service in the Mechanical and Electrical Engineering Department and Marine Department (applicable to categories of Marine Engineers only) in a Major Port.

4. Eligibility for Deputation (other than Major Ports)

• Officers holding posts of Chief Mechanical Engineer and equivalent in Mechanical and Electrical Engineering Department in the scale of pay of Rs. 1,00,000 – 2,60,000 with two years’ regular service in the grade; OR
• Officers holding posts of Deputy Chief Mechanical Engineer and equivalent in Mechanical and Electrical Engineering Department in the scale of pay of Rs. 80,000 – 2,20,000 and above with five years’ regular service in the grade in Central Government/State Governments/Union Territory Administration/Public Sector Undertakings/Autonomous Bodies (other than Major Port Trusts).

5. Other Criteria

• Selection is by merit; benchmark in overall grading in ACRs/APARs shall not be below “Very Good”.
• The crucial date for determining qualification, experience and age shall be 13.03.2026 (as per Ministry Circular No.I-26/25/2013-PE-I dated 26.09.2019).

Selection Process

• Selection is by merit with overall APAR/ACR grading benchmark of “Very Good”.

• If suitable candidates are not available under absorption, the post will be filled by deputation, and failing both by direct recruitment.

• Eligible and willing officers from Major Ports must ensure they satisfy all provisions of the Recruitment Rules for the post of Chief Mechanical Engineer.
• A hard copy of the online application should be forwarded through proper channel with all requisite documents.
• Applications must reach the Secretary, Cochin Port Authority, by the stipulated last date; incomplete applications or applications not submitted as per the vacancy circular will not be considered.
• If an advance copy of application is received by the Port, the candidature will not be considered if the application through proper channel is not received within 15 days of the last date of receipt of application.
• The veracity of University certificates and recognition of degrees of applicants shall be ensured and certified by the concerned officer of the Port.

Documents to be enclosed with hard copy application:

• Attested copies of APARs/ACRs of the applicant for the last 5 years (01.04.2020 to 31.03.2025), attested by an Officer not below the rank of Dy. HOD on each page.
• A statement showing year-wise availability of APARs/ACRs and grading, duly signed by Competent Authority; ‘No Report Certificate’ for any missing period may be furnished with preceding years’ APARs.
• Attested copies of all certificates and proof of educational qualifications, present and past work experience in the respective post and pay scale.
• No-Objection Certificate of the concerned Port.
• An undertaking by the applicant not to withdraw his/her candidature if selected; officers withdrawing after selection by the Services Selection Committee will be liable for debarment from future selection to HOD level posts in all Major Ports for two years.
• Certificate by Head of Office of the applicant as per Annexure-II.
• Vigilance status of the candidate as per Annexure-III, duly signed by CVO; in case of any penalty during last 10 years, details of disciplinary case and documents to be enclosed.
• Two recent passport size photographs in a sealed envelope.
• Details of applicants, length of service in feeder grade posts with pay scales, final APAR gradings and eligibility position clearly indicated in the proposal.
