Eligibility Criteria for DLSA Mansa Legal Aid Defense Counsel 2025

1. Educational Qualification and Experience

• Applicants must be eligible lawyers having requisite qualifications for contractual full-time engagement under the Legal Aid Defense Counsel System.
• For Deputy Chief Legal Aid Defense Counsel: Practice in Criminal Law for at least 7 years with excellent understanding of criminal law, oral and written communication skills, legal research skills, understanding of ethical duties of defense counsel, and IT knowledge with proficiency in work; must have handled at least 20 criminal trials in Sessions Courts (relaxable in exceptional cases by Executive Chairman, SLSA).
• For Assistant Legal Aid Defense Counsel: Practice in Criminal Law from 0 to 3 years with good oral and written communication skills, excellent writing and research skills, understanding of ethical duties of defense counsel, ability to work effectively with others, and high proficiency in IT work.

2. Other Professional Requirements

• Candidates must be enrolled as advocates with the Bar Council and have the requisite Bar experience as per the application form and scheme.
• Lawyers engaged under LADCS will not be allowed to take any other private cases or retainership, and must devote full time to legal aid work in criminal matters.

3. Nationality

• Applicants should be eligible to practice law in India as per Bar Council norms and the Legal Services Authorities framework.

Age Limit

• Applicants have to mention their age as on 01-11-2025 in the application form.

Salary/Stipend

• Honorarium (retainership fee) and salaries are prescribed in the Modified LADCS Scheme 2022 and vary according to class of town and post.
• For Chief Legal Aid Defense Counsel in Class-C (population below 2 lakhs or remaining places), the monthly honorarium is in the range of Rs. 60,000 to Rs. 70,000; for Deputy Chief Legal Aid Defense Counsel, Rs. 30,000 to Rs. 50,000 per month; and for Assistant Legal Aid Defense Counsel, Rs. 20,000 to Rs. 30,000 per month.
• The Scheme also prescribes salary ranges for office assistants, receptionist-cum-data entry operator and office peon, with compliance to Minimum Wages Act and relevant State/UT orders.

Selection Process for DLSA Mansa Legal Aid Defense Counsel 2025

• Applications are invited after due publicity including public notice, and a fair, transparent and competitive selection process is to be adopted by DLSA under the guidance of SLSA.
• Legal Aid Defense Counsels will be engaged on contract basis initially for a period of two years with possible yearly extension subject to satisfactory performance; performance will be assessed every six months by SLSA in consultation with DLSA.
• Selection is purely on merit, considering knowledge, skills, practice and experience of candidates, and will be carried out by a Selection Committee chaired by the Principal District & Sessions Judge (Chairman, DLSA), subject to final approval by the Executive Chairman, SLSA.
• No person with conflict of interest shall be part of the selection process, and engagement contracts will be executed between Secretary, DLSA and selected candidates in the format provided by NALSA.

• Leave entitlement and other conditions will be as per the Modified LADCS Scheme 2022.
