National Health Mission, Department of Health, Uttarakhand will hold a walk-in interview on 17 November 2026, with reporting time 09:30 AM, at The Office of Mission Director, National Health Mission, 3rd Floor, Directorate of Health, Sahastradhara Road, Dehradun - 248001, Uttarakhand. The interview is for 4 contractual specialist posts: Obstetrician & Gynaecologist (1), Paediatrician (2) and Anaesthetist (1). They are engaged on the "You Quote, We Pay" (YQWP) model: a fixed remuneration plus a monthly top-up quoted by the candidate, with an upper ceiling of up to ₹4.00 lakh per month.

About NHM Uttarakhand

National Health Mission (NHM), Uttarakhand works under the Department of Health, Uttarakhand, and its Office of Mission Director is at the Directorate of Health, Sahastradhara Road, Dehradun. Through this advertisement, NHM Uttarakhand is engaging specialist doctors to provide healthcare services in district and sub-district hospitals of the Himalayan state of Uttarakhand under the "You Quote, We Pay" model.

Posts and Eligibility

All three posts need the same qualification: MBBS with PG degree/ Diploma from any MCI recognized institution in related speciality. All posts carry the same pay rule: fixed remuneration as per Table A plus the top-up amount quoted by the candidate, with an upper ceiling of up to ₹4.00 lakh per month.

The facilities, number of posts and specialities are subject to change as per requirement on the day of interview. The district-wise list of facilities is also uploaded on www.nhm.uk.gov.in. On selection, the candidate has to apply for registration with Uttarakhand Medical Council. Candidates should check the official notification for the speciality-specific eligibility of each post.

Age Limit

The maximum age limit is 65 years for all posts. Relaxation in age up to 70 years may be given on a case to case basis, as per the decision of the selection committee and the approval of the Executive Committee. The notice does not print a cut-off date for counting age.

Remuneration under the YQWP Model

Specialists engaged under the YQWP model are paid on a consolidated basis, with an upper ceiling of up to ₹4.00 lakh per month, based on the quotation the candidate submits for a specific health facility. The pay has two parts:

• Fixed Remuneration: same as the existing NHM-approved structure for Specialists in Table A below.
• Top-up Amount: the additional amount over and above the fixed remuneration, quoted by the candidate in the Financial Proposal enclosed with the Proposal Format.

If a YQWP Specialist Doctor takes long leave such as Paternity, Maternity or Child Care leave (other than Casual Leave and Privileged Leave), only the base fixed remuneration is paid and no top-up amount is paid, because the top-up is for providing services at a particular place.

What to Bring

The proposal is handed in on the day of interview in a closed and sealed envelope, in the prescribed format (uploaded on the website and enclosed in the notice), with all required documents and declarations. The notice names these:

• Proposal Format, filled in: post applied for, name, date of birth, mobile number, email, PG degree/diploma and specialization, permanent address, registration number and council, skills/training, total MBBS marks, working experience and two references (mandatory)
• Financial Proposal: post applied for, and the monthly top-up amount (INR, in figures and words) for up to three preferred facilities or places, signed with the declaration
• Detailed CV/ Resume
• Education documents (degree/ diploma) and mark sheets
• Document for registration
• Certificate for working experience
• Self-declaration for Medical Fitness
• Self-declaration in the enclosed prescribed format for being in clinical practice/ performing surgeries
• Affidavit on a non-judicial stamp paper of Rs 10/- for no litigation/ legal case pending in the court of law and of not being employed in Regular Cadre Service/ Bonded category service (format given in the notice)
• No Objection Certificate (NOC) from the concerned department/ competent authority, only if the candidate is employed in Regular Cadre Service/ Bonded Category Service

What Happens on the Day

Candidates must be present physically at the venue by 09:30 AM. The interview is at 10:30 AM and registration for the interview closes at 11:30 AM. A candidate employed in Regular Cadre Service/ Bonded Category Service who does not submit the NOC will not be allowed to appear for the interview. Proposals are accepted only if they meet the prescribed eligibility criteria and are clear.

The notice describes the selection as follows:

1. Facility-wise and speciality-wise shortlisting as per selection criteria, including but not limited to qualifications, working experience and near past work done. The selection committee's decision is final.
2. The lowest financial proposal/ quote from an eligible candidate is offered the quoted facility.
3. When quoted amounts are similar, NHM Uttarakhand decides allocation in this descending order: a) Degree (preference over Diploma), b) Number of years of Experience, c) Experience of near past.
4. If the lowest quoter cannot join the allotted facility, the facility goes to the next proposer (higher than lowest), and this continues until the position is filled or the proposals run out.
5. A meritorious candidate even with a higher financial quote may also be selected by the committee, as quality of services is the prime concern.

NHM-UK reserves the right to reject any lowest quoted proposal without assigning a reason, and selection cannot be treated as a matter of right.

Important Instructions

• NHM-UK will execute an agreement for 11 months. A selected candidate who wants to leave must give ONE month's notice or deposit ONE month's salary in advance.
• If service is found unsatisfactory, NHM-UK can annul the agreement with one month's prior notice or one month's advance salary.
• Services are to be given as per the prescribed TOR and defined responsibilities; performance evaluation is done on completion of 03 months of services.
• NHM-UK has the liberty to extend further on mutual consent of both parties.
• The selection is for posts on contractual basis and no claim for regular appointment will be admissible.
• Posting can be shifted within the same region, considering the top-up quoted and rational deployment: Upper Himalayas to Upper Himalayas, Mid to Mid and Lower to Lower.
• If a regular Specialist is transferred or posted under DoMHFW, the contractual candidate may be offered another listed facility on completion of the contract tenure; the selection committee's decision is final and binding.
• The number of posts/ facilities can be increased, decreased or changed at any time, including on the day of interview, and the advertisement can be cancelled at any time without assigning any reason.
