RRC Eastern Railway Scouts & Guides Eligibility Criteria
Educational Qualification:
- Level-2 (Group C): Passed 12th (+2 stage) or equivalent with at least 50% aggregate marks from a government-recognized Education Board/Council/Institution (the 50% requirement is relaxed for SC, ST, ESM, and PwBD candidates, and for candidates with a higher qualification from a UGC-recognized university); or 10th pass from a government-recognized Board plus a National Apprenticeship Certificate (NAC)/ITI approved by NCVT (a Diploma in Engineering is not considered an alternative higher qualification).
- Level-1 (Erstwhile Group D): 10th Pass, or ITI, or an equivalent qualification, or a National Apprenticeship Certificate (NAC) granted by NCVT.
Scouting/Guiding Qualification (mandatory for both Level-1 and Level-2):
- Must be a President Scout/Guide/Rover/Ranger, or hold a Himalayan Wood Badge (HWB) in any section.
- Must have been an active member of a Scout Organization for the last 5 years, supported by a "Certificate of Activeness."
- Must have attended two events at National level or All India Railways level, and two events at State level.
RRC Eastern Railway Scouts & Guides Reservation Policy
This quota is open to all candidates. Candidates belonging to SC/ST/OBC/ESM/PwBD categories get the age relaxation admissible in a general open-market recruitment, but if selected with any such age relaxation, they are taken against a reserve roster point rather than a separate reserved vacancy.

Extent of Age Relaxation:
- Serving Railway employees (including casual labourers/substitutes with at least 3 years of continuous or broken-spell service): maximum age, for both levels - UR 40 years, OBC 43 years, SC/ST 45 years.
- Widows, divorced women, and women judicially separated but not remarried: maximum age, for both levels - UR 35 years, OBC 38 years, SC/ST 40 years.
- Persons with Benchmark Disabilities (PwBD): additional 10 years' relaxation, subject to a Disability Certificate issued by a committee of at least 3 members of a Government Hospital.
- Ex-servicemen: relaxable to the extent of service rendered in the Defence Forces plus 3 years, provided they have completed a minimum of 6 months' attested service. Ex-servicemen who have already joined Government civil service after availing ex-servicemen benefits cannot claim ex-servicemen status again for this recruitment.
- Staff of Quasi-Administrative offices/organizations (e.g., Railway Consumer Co-operative Societies, Canteens, Institutes): relaxation of 5 years or the service rendered in such organization, whichever is less.
- Course Completed Act Apprentices (CCAA) applying for Level-1: age limit 33 years for UR, 36 years for OBC, and 38 years for SC/ST, plus relaxation for apprentice training undergone (maximum 3 years).
Proof of age: A Birth Certificate issued by the Registrar of Births, or a 10th class Certificate/Admit Card/Mark Sheet showing date of birth, issued by a government-recognized Education Board, is required. The date of birth entered in the application must match the Matriculation/SSLC/10th class certificate; no subsequent request for change will be considered.
RRC Eastern Railway Scouts & Guides Salary Structure
Level-2 (Group C) carries 7th CPC Level 2 with Grade Pay Rs. 1900, and Level-1 (Erstwhile Group D) carries 7th CPC Level 1 with Grade Pay Rs. 1800. An exact gross/take-home salary figure is not specified in the notification.

Stage-I: Written Test (60 marks)
Consists of 40 objective-type questions (40 marks) and 1 essay-type question (20 marks) relating to the Scouts & Guides Organization and its activities, and General Knowledge - common for both Level-1 and Level-2. Duration is 60 minutes, with a minimum qualifying percentage of 40%. Candidates are called for Stage-II in a 1:3 ratio of notified vacancies, based on merit in Stage-I.

Total Marks (Stage-I + Stage-II): 100
Candidates must choose either Hindi or English for the written examination. After clearing Stage-I and Stage-II and on the Recruitment Committee's recommendation, candidates are sent for a medical examination at a Railway Hospital, in merit order, in a 1:1 ratio of notified vacancies, and must be declared medically fit for the offered post.

- Fee must be paid online via Internet Banking, Debit Card, Credit Card, or UPI; service charges are borne by the candidate.
- Fee paid via Cash, Cheque, Money Order, Central Recruitment Fee Stamps, or Demand Draft will not be accepted, and the application will be rejected.
- The refund is credited either to the original bank account used for payment or to an alternative beneficiary account provided by the candidate (name, account number, bank name, IFSC code), after deduction of applicable bank charges. Candidates are solely responsible for the accuracy of these details.
- Minority means Muslims, Christians, Sikhs, Buddhists, Jains, and Zoroastrians (Parsis). Economically Backward Classes (EBC) means candidates whose family income is less than Rs. 50,000 per annum.

At the time of Document Verification, candidates must produce original certificates for both educational and Scouts & Guides qualifications. If the original degree certificate is not yet available, a final mark sheet, a provisional certificate, and an undertaking may be submitted instead, though the appointment offer will remain pending until the original is verified.
Photograph and Signature Specifications
- Photograph: Colour, passport-size, white/light-coloured background, taken after the notification's publication date in a professional studio (mobile/self-composed photos may lead to rejection). Size 35mm x 45mm or 320x240 pixels, JPG/JPEG format, 100 DPI, file size between 20-50 KB. Clear front view, no cap or sunglasses, face covering at least 50% of the frame.
- Signature and Left Thumb Impression (LTI): Signed with black ink on white paper within a 50mm x 20mm box, JPG/JPEG format, 100 DPI, file size between 10-40 KB. Must be in Hindi or English, not in capital or disjointed letters, and must be the applicant's own.

- Fill in personal information - Name, Father's Name, Date of Birth, Community, e-mail Address, and Mobile Number. A Registration Number and Password will be sent to your registered e-mail/mobile.
- Log in using the Registration Number and Password received.

- Application sent manually and not registered online, or registration of more than one application by the same candidate.
- Application received after the closing date, or submitted without the prescribed fee.

- Application without a proper scanned photograph, signature, LTI, or required certificates.

RRC Eastern Railway Scouts & Guides Recruitment 2026-27 Important Instructions
- Candidates found using unfair means, impersonating another person, or furnishing false information will be debarred for life from all RRB/RRC examinations and Railway appointments, and may face legal prosecution.
- Canvassing in any form will disqualify the candidature.
- Eligible SC/ST candidates opting for free travel will be issued a Free Railway Travel Authority for attending the Written Examination and Document Verification.
- Candidates must bring the e-call letter, a valid original photo ID (Voter Card, Aadhaar Card, e-Aadhaar, Driving Licence, PAN Card, Passport, or Employer ID for Government employees), and 4 passport-size photographs to the written test.
- No TA/DA/Accommodation will be provided for the written test; candidates may need to arrange their own stay for 2-3 days.
- RRC/ER reserves the right to fix, change, or postpone the date and venue of the written test, or cancel it, without any claim being entertained.
- Serving Government employees must obtain a No Objection Certificate (NOC) from their employer.
- Possession or use of mobile phones and other electronic devices inside the examination premises is strictly prohibited, and violation will lead to cancellation of candidature along with possible criminal/disciplinary action.
- Persons appointed as Clerk-cum-Typist must acquire typing proficiency of 30 wpm in English or 25 wpm in Hindi within 2 years of appointment; until then, the appointment remains provisional.
- Legal jurisdiction for any disputes lies with the Hon'ble Central Administrative Tribunal, Kolkata.
