UPSC Advt 12/2026 Eligibility (Post-wise)
1. Junior Technical Officer (Sugar Technology)
- Degree in Science or Engineering from a recognized University/Institute, with Associateship in Sugar Technology OR Post-graduate Diploma in Sugar Technology
- Experience: 3 years' teaching/research/advisory experience in Sugar Technology, OR 3 years' practical experience in a sugar factory in a managerial capacity
- Desirable: M.Sc. (Chemistry) or M.Tech (Sugar Technology); experience in drafting/editing scientific and technological reports
2. Assistant Legislative Counsel (Grade IV, ILS)
A Degree in Law from a recognized University or equivalent, AND one of: 7+ years as a member of a State Judicial Service; OR 7+ years in a superior post in a State's legal department; OR 7+ years as a Central Government servant with legal-affairs experience; OR a Master's Degree in Law with 5+ years of teaching/research experience in Law; OR a qualified legal practitioner of at least 30 years of age (7+ years as advocate/pleader, or 5+ years as a High Court attorney in Bombay/Calcutta, or a combined 5+ years as attorney and advocate).
Desirable: experience in legislative drafting (preference given if the post is in the Legislative Department).
3. Law Officer
- Degree in Law from a recognized Institute/University
- 2 years' experience in legal work as a Legal Practitioner, OR 2 years' legal-work experience in a Government office
4. Specialist Grade II (Junior Scale) – Cardiology
- A recognized medical qualification under the Indian Medical Council Act, 1956 (First/Second Schedule or Part-II of Third Schedule, other than a licentiate qualification)
- Post-graduate degree in Cardiology (D.M. Cardiology) or equivalent
- 3 years' experience in Cardiology after obtaining the post-graduate degree

General Age Relaxation (All Posts)
- The listed age limit is normal for EWS/UR; relaxed by 5 years for SC/ST, 3 years for OBC, and 10 years for PwBD, in respect of vacancies reserved for them
- Ex-Servicemen/Commissioned Officers: 5 years' relaxation (subject to at least 6 months' continuous service after attestation as on the closing date)
- Central/UT Government servants: up to 5 years (10 years for SC/ST, 8 years for OBC posts reserved for them), subject to 3 years' continuous service in an allied cadre
- PwBD candidates: 10 years' relaxation (so SC/ST-PwBD get up to 15 years total, OBC-PwBD up to 13 years total), subject to maximum age on closing date not exceeding 56 years; disability must be 40% or more

UPSC Advt 12/2026 Selection Process
Selection is by interview, or by a Recruitment Test (RT)/Combined Recruitment Test (CRT) followed by interview, depending on the number of applications received for a post. There is no fixed CBT syllabus published for these posts in the advertisement.
- Where applications are numerous, UPSC may apply shortlisting criteria: higher desirable qualifications, higher-than-minimum educational qualification, higher-than-minimum relevant experience, experience before/after acquiring essential qualification, experience not otherwise prescribed, or a Recruitment Test
- Minimum level of suitability at interview (out of 100 marks): UR–50, OBC–45, SC/ST/PH–40
- Where an RT precedes the interview, candidates must clear the minimum suitability level at both stages; the RT qualifying level is decided case-by-case by UPSC
- Where an RT/CRT is held, it will ordinarily be conducted at: Ahmedabad, Bhopal, Chennai, Delhi, Dispur (Guwahati), Jaipur, Jammu, Kochi, Kolkata, Lucknow, Mumbai, Nagpur, Port Blair, Ranchi, and Visakhapatnam (Leh/Kargil/Srinagar/Delhi for Ladakh UT posts)
- Candidature is provisional at every stage; mere fulfilment of minimum qualification/experience does not guarantee a call for interview
- Where sufficient eligible PwBD candidates are not available for exclusively-reserved posts, the experience requirement (years, not nature) may be relaxed up to 50%
How to Apply for UPSC Advt 12/2026
- Visit upsconline.nic.in and create an account, if not already registered.
- Complete Universal Registration (generates a Universal Registration Number, or URN, common across all UPSC recruitments) and the Common Application Form (CAF).
- Fill the post/vacancy-specific fourth module for the post you are applying to; this generates a post-specific Application Number.
- Upload your photograph and capture a live photo as part of the CAF; sign three times on plain white paper in black ink and upload the signature.
- Upload supporting documents separately against each claim (date of birth, category, qualification, experience, etc.) as individual PDFs – do not upload pay slips, resumes, appointment/relieving letters, or unsigned experience certificates in this module.
- Pay the application fee of ₹25 online (Visa/Master/RuPay Card, UPI, or net banking), if applicable to your category.
- Review all entries carefully – no correction, alteration, or withdrawal is allowed after final submission.
- Submit before the closing date: 16 October 2026, 1800 hrs.
- Take a printout of the finally submitted application; you are not required to send this to UPSC by post, but must bring it (with original documents) if called for interview.

Important: Fee once paid is non-refundable and cannot be held in reserve for another exam/selection. Applications without the prescribed fee will be summarily rejected.
Documents Required
- Matriculation/10th standard certificate or mark sheet showing date of birth
- Degree/Diploma certificate as proof of educational qualification (or provisional certificate plus all mark sheets, if the final certificate is not yet issued)
- Order/letter proving equivalence, if claiming a qualification as "equivalent" to the one prescribed
- Experience certificate(s) in the prescribed proforma from the Head of Organisation/Department, clearly stating dates, pay, and nature of duties (part-time/daily-wage/guest-faculty experience is not counted)
- Caste certificate (SC/ST/OBC) in the prescribed proforma from a competent authority; OBC candidates must also submit a non-creamy-layer declaration as on the closing date
- Disability certificate in the prescribed proforma from a duly constituted Medical Board, for PwBD candidates
- Certificate/document for age relaxation (Ex-servicemen, Central/UT Government employees, or special provisions), as applicable
- Declaration by candidates already in regular Government service, confirming they have informed their Head of Office/Department of this application
- Name-change documents (marriage/remarriage/divorce or other), if applicable
- Certified translation (by a Gazetted Officer or notary) for any document not in Hindi or English
Important Conditions
- Citizenship: Indian citizen, or a subject of Nepal/Bhutan, or a Tibetan refugee (pre-1962), or a person of Indian origin migrated from certain specified countries with an eligibility certificate from the Government of India
- A candidate applying under UR cannot later claim a reserved category; requests to switch between reserved categories are not entertained; PwBD candidates cannot change their disability sub-category
- Reserved-category candidates who fail to substantiate their claim by the prescribed stage will be considered against unreserved vacancies if they otherwise meet UR conditions
- Mobile phones, smart watches, pen drives, cameras, Bluetooth devices, etc. are strictly banned in the examination/interview hall
- Face authentication and identity verification are mandatory at the examination venue/interview hall
- Scribe facility is available for specified PwBD categories (blindness, both-arms-affected locomotor disability, cerebral palsy automatically; others on production of a medical certificate)
- Furnishing false particulars, impersonation, using unfair means, or misconduct can lead to disqualification, debarment (permanent or for a specified period) from UPSC exams and Central Government employment, and disciplinary/criminal action
- Canvassing in any form will disqualify a candidate
- Outstation candidates called for interview at UPSC are reimbursed travel expenses restricted to Second/Sleeper Class train fare, paid via NEFT/bank transfer
- Summoning for interview does not guarantee selection; UPSC may recommend higher initial pay for meritorious candidates
- For the Law Officer post, GNCTD's own OBC reservation rules apply (a valid GNCTD-recognized OBC certificate, or one traceable to a GNCTD-issued family certificate for those settled in Delhi before 8 September 1993, is required)
