MEA reacts as US signs sweeping Russia-Iran sanctions law with tariff implications for India
US President Donald Trump signed the "Lindsey O. Graham Sanctioning Russia and Iran Act of 2026" (H.R. 5334) into law on Friday, 18 September 2026, expanding sanctions on Russia and extending existing sanctions on Iran for five years.
What the law does
- Authorises the US President to impose tariffs of up to 100% on the five largest importers of Russian crude oil or natural gas, and on countries facilitating Russian oil sanctions evasion – a provision with direct relevance for India and China, the two largest buyers of Russian crude.
- Also sanctions Russian President Vladimir Putin, Russian officials, oligarchs, banks and financial institutions, and targets Russia's "shadow fleet" of tankers.
- The law does not automatically impose a 100% tariff on any specific country; the President retains waiver authority under specified conditions.
- Passed the Senate 86–11 in August and the House 262–159 on 16 September 2026; named for the late Senator Lindsey Graham, who died in July 2026.

Joint Parliamentary Committee reviews FCRA Amendment Bill, 2026
At its first meeting, Parliament's Joint Committee on the Foreign Contribution (Regulation) Amendment Bill, 2026 heard sharp questions on proposed changes that would empower a "designated authority" to take over the assets of organisations whose FCRA registration is cancelled, surrendered or lapses.

In a letter dated 11 September 2026, the Reserve Bank of India rejected Tata Sons' application for voluntary surrender of its registration as a Core Investment Company (CIC), effectively requiring India's largest conglomerate holding company to proceed toward a stock-market listing.
Background and key facts
- The RBI classified Tata Sons as an upper-layer NBFC in September 2022, which under the framework requires listing on the stock exchange within three years – a deadline of September 2025 that Tata Sons did not meet.
- Tata Sons had applied in March 2024 to surrender its CIC registration after becoming debt-free, having repaid Rs. 21,813 crore of debt and turning net cash positive in FY24.
- In June 2026, the RBI set an asset threshold of Rs. 1 lakh crore for the upper-layer NBFC framework; Tata Sons had total assets of Rs. 2.01 lakh crore as of 31 March 2026 – more than double that threshold.
- Days after the rejection, the RBI issued new NBFC FAQs clarifying the regulatory principles behind the decision, turning on the definitions of a CIC, an NBFC's "principal business," and "public funds."
