4. If Municipal Sponsor Authority rule vacant posts exceed 10% of the total and eligible candidates are not available under the above criteria, the remaining posts will be filled from other identified marginalized groups or from family members (male, female, son/daughter) of the concerned candidate.
5. Vacant posts remaining after the above criteria (1 to 4) will be filled by considering candidates in other categories, in order of priority.
