Eligibility Criteria

  • Essential Qualification: 10+2 Examination from a recognized Board of School Education/University.
  • OR Matriculation from recognized Board of School Education with one/two year Diploma/Certificate from an ITI in Information Technology (IT) & Information Technology Enabled Sectors (ITES) as notified by Directorate General of Employment & Training, Government of India, from time to time; OR three years Diploma in Computer Engineering/Computer Science/IT from a Polytechnic approved by AICTE.
  • Provided that the candidate must have passed Matriculation and 10+2 from any School/Institution situated within Himachal Pradesh; this condition shall not apply to Bonafide Himachalis.
  • Computer typing speed of 30 words per minute in English or 25 words per minute in Hindi is required.
  • Visually impaired persons selected/recruited under 1% quota are exempted from acquiring Diploma in Computer Science/Computer Application/IT and passing of typing test; they shall be imparted necessary basic and computer training by designated institutions and must qualify the training within the prescribed chances.
  • Differently abled persons otherwise qualified to hold clerical post, certified as being unable to type by the Medical Board, may be exempted from passing the typing test.
  • Desirable: Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.

Selection Process

  • Mode of Selection: Computer Based Test/Written screening test of 120 marks of 1½ hours duration (or as decided by the Aayog) followed by a Typing Test, which shall be mandatory and qualifying in nature.
  • The objective type screening test will consist of 120 multiple-choice questions, each carrying 1 mark.
  • Scope of syllabus:
    – Subjects of 10+2 level prescribed as per essential qualification and as notified in the advertisement.
    – Syllabus relating to Computer Science/Computer Application/IT/ITES/Information Practices prescribed as essential qualification.
    – General Knowledge including General Knowledge of Himachal Pradesh, Current Affairs, Everyday Science, Logical Reasoning, Social Science, General English & General Hindi of Matric standard.
  • Skill test on computer with minimum typing speed of 30 wpm in English or 25 wpm in Hindi for those who qualify screening test; skill test is of qualifying nature.
  • Minimum qualifying marks in written screening test/OMR/CBT: 45% for General category candidates and 40% for SC/ST/OBC/ Wards of Freedom Fighters; Aayog may relax qualifying percentage by a maximum of 5% if required and record reasons in writing.
  • Where skill/physical test is essential, candidates will be shortlisted for such tests based on merit of MCQ/CBT as per ratios given (up to five times, specific caps for 30–40 and more than 40 posts).
  • In case of multiple-shift CBT examination, scores shall be normalized using Z-Score (Mean and Standard Deviation) method for merit preparation.
  • A category-wise waiting list/panel will be prepared, valid for one year from the date of sending recommendation by HPRCA to appointing authority; size of waiting panel depends on number of advertised posts as specified.

General Information/Instructions

  • Online Applications are invited through the official website of HPRCA (https://hprca.hp.gov.in); no offline application form will be accepted.
  • Candidates must be registered on One Time Registration (OTR) portal before filling the ORA and should carefully read instructions/terms and conditions before applying.
  • The downloaded copy of online application form along with necessary original certificates and self-attested photocopies must be brought at the time of document verification or whenever required by HPRCA.
  • Date for determining eligibility in respect of essential qualifications and experience shall be the prescribed closing date for submission of ORA.
