Eligibility Criteria

  • Essential qualification (for both modes): M.B.A. (HR) / P.G Degree / P.G. Diploma in Management (HR) or its equivalent (Full Time).
  • Experience for DGM/HR on Deputation: Minimum 06 years of post-qualification experience in the case of Organized Group ‘A’ Services, OR minimum 08 years of post-qualification experience at the Executive Level (E2/ L9 or above) in Central/ State Govt./ CPSE/ Autonomous Bodies/ Govt. Instrumentalities etc.
  • Experience for DGM/HR on Immediate Absorption: Minimum 08 years of post-qualification experience at the Executive Level (E2/ L9 or above) in Central/ State Govt./ CPSE/ Autonomous Bodies/ Govt. Instrumentalities etc.
  • Job related requirements (for both modes): Functional capabilities should include thorough knowledge of labour laws and service regulations, disciplinary matters, and application of HRM concepts, tools and practices such as manpower planning, performance management, career planning, succession planning, competency modelling and competency appraisal; exposure in industrial relations with multiple trade unions scenario is desirable; experience in latest HR practices and policies including dealing with retention and attrition aspects.
  • Required Pay Scale – Deputation: Working in CDA pay scale Rs. 78,800–2,09,200 (L12) or above; OR working in IDA pay scale Rs. 70,000–2,00,000 (E4) or above; OR last 3 years of service in pay scale Rs. 60,000–1,80,000 (E3).
  • Required Pay Scale – Immediate Absorption: For CDA: in pay scale Rs. 78,800–2,09,200 (L12) or above OR last 3 years of service in pay scale Rs. 67,700–2,08,700 (L11); for IDA: in pay scale Rs. 70,000–2,00,000 (E4) or above OR last 3 years of service in pay scale Rs. 60,000–1,80,000 (E3).

Salary/Stipend

  • Pay Scale: E4 Level IDA pay scale Rs. 70,000–2,00,000 (IDA).
  • Deputation – Emoluments: Pay and allowances regulated as per DoPT rules; in addition, HRA/Lease, Transport, Laptop, Mobile Phone, Headset, Uniform, Briefcase etc., subject to limits and other allowances as per Company policy.

Selection Process

  • Based on the eligibility, candidates meeting the criteria will be called for Interview.
  • The venue, date and time of Interview will be informed in advance.
  • Any request for change in date or venue shall not be entertained.
  • Document verification will be done before the Interview; candidates must carry their original certificates for verification, failing which they will not be allowed to attend the Interview.
  • Merit list will be prepared based on score of Interview.
  • The minimum qualifying marks/percentage for determining suitability shall be 60%.

General Information/Instructions

  • The eligibility criteria for Deputation of Central/State Govt. employees shall be as per DoPT guidelines.
  • Before applying, candidates must ensure that they fulfil all eligibility criteria mentioned in the Vacancy Notice; eligibility will be verified with original documents at the time of interview.
  • Applicants who do not fulfil the age and minimum education qualification as on closing date of receipt of applications need not apply.
  • Essential educational qualifications as indicated are mandatory; only full-time regular courses will be considered, and all essential qualifications must be from UGC recognized Indian University/Deemed University or AICTE approved courses/concerned statutory councils.
  • Candidates claiming equivalence in qualification must produce an equivalence certificate; in case of dual specialization in Management, one specialization must be function specific for which the post has been advertised.
  • Wherever CGPA/OGPA/CPI/grade is awarded, equivalent percentage must be indicated as per norms of University/Institute and documentary proof must be produced at interview.
  • Experience will be counted from date of assumption of charge; for combined Government and Private sector experience, private sector experience will carry 80% weightage and Government sector 100% for overall experience computation.
  • Candidates once selected but not joining for any reason shall be debarred from applying for any positions in NCRTC for two years from date of Offer of Appointment.
  • No person previously dismissed, removed or compulsorily retired from service of a Government department/PSU/autonomous body/Corporation, or previously convicted for an offence involving moral turpitude, shall be eligible.
  • Conditions regarding more than one spouse and marriage shall follow Central Government rules; teaching or freelancing experience shall not be considered as qualifying experience.
  • The prescribed qualification/experience criteria are minimum and mere possession does not entitle a candidate for participation; NCRTC’s decision is final.
  • Candidates from Government entities/CPSEs/SPSEs will be considered for pay protection; candidates on contract in regular pay scales will not get pay protection and their pay will be fixed at minimum of the pay scale.
  • NCRTC reserves the right to raise minimum eligibility standards, to fill or not to fill positions, and to cancel/modify the recruitment/selection process without notice.

How to Apply

  • Candidates shall apply online through NCRTC website (www.ncrtc.in) under ‘Career Section’ as per eligibility criteria.
  • Separate application shall be filled for Deputation and Immediate Absorption.
  • Before registering/applying online, candidates should go through detailed instructions and keep ready: valid E-mail ID and Mobile Number, scanned self-attested recent passport size colour photograph (3.5 x 4.5 cm, up to 100 kb, .jpg/.jpeg) and scanned signature (up to 100 kb, .jpg/.jpeg).
  • While applying online, candidates need to upload self-attested copies of: 10th Certificate/Birth Certificate; Degree Certificate of Graduation and/or Post-Graduation highlighting stream/specialization; appointment letter, joining order and latest salary slip of present organisation; experience certificates and duty allocation orders; copies of APARs of last three years; office orders indicating promotions; experience/service/relieving orders from previous organisations; last three months’ salary slips.
  • Applications without supporting certificates/documents will be summarily rejected.
  • After submitting online application, candidate must download the system-generated Application Form with Unique Registration Number, take a print, attach supporting documents and send to the specified address by hand/post latest by 23/01/2026.
