A final merit list will be prepared based on total marks obtained across all three sections. Selected candidates will go for document verification and medical examination. Appearance in the final merit list does not confer any right for appointment — a final offer letter will be issued only after successful completion of all pre-appointment formalities. BSNL reserves the right to cancel/restrict/enlarge/modify/alter the recruitment/selection process at any stage without notice.
Stage 1 – Computer Based Multiple Choice Objective Type Test (CBT)
| Section | Name of Test | No. of Questions | Maximum Marks | Duration |

| Total | 120 | 480 | 3 Hours | |
Marking Scheme: For each correct answer: +4 Marks. For each wrong answer: -1 Mark (Negative Marking). The standard of engineering papers will be that of Engineering Degree Examination of an Indian University. In the General Ability Test, special attention will be paid to assess the candidate's capacity for general awareness, at the level expected of an Engineering Graduate. If the examination is held in multiple sessions, normalization of marks will be adopted. Minimum Qualifying Marks: For UR/OBC (CL) candidates — minimum 40% in each section and minimum 50% overall across all three sections combined. The final merit list will be prepared based on total marks in all three sections combined, subject to minimum qualifying marks criteria being met.
Stage 2 – Document Verification
Candidates in the declared merit list will be called for document verification. Date and venue will be intimated in due course. All original certificates along with self-attested photocopies must be produced at the time of document verification.
Stage 3 – Medical Examination
Appointment of selected candidates will be subject to their passing the Company's Medical Examination as per standards laid down by BSNL. BSNL JTO Direct Recruitment 2026 - Bond, Training & Probation
All selected candidates for JTO(T)-DR will execute a Bond of Rs. 6 (Six) Lakhs in the format specified by BSNL to serve BSNL for a period of at least FIVE YEARS from the date of appointment as Junior Telecom Officer. Period of probation is Two Years. All JTO(T)-DR candidates must successfully undergo training for such period as may be specified by BSNL. Training details: JTO Phase-I training: 10 weeks; Field Training: 4 weeks; JTO Phase-II training (Specialisation course): 6 weeks. During training, the Direct Recruit JTO will be entitled to stipend (training allowance) as decided by BSNL from time to time. Seniority on appointment in JTO(T) cadre will be determined on the basis of 60% weightage of marks obtained in the DR Examination and 40% weightage of marks obtained in pre-appointment Phase-I training. In case of equal marks, seniority will be determined by date of birth (older candidate will be senior).
Competition Level Analysis for BSNL JTO Direct Recruitment 2026
The competition level for BSNL JTO Direct Recruitment 2026 is expected to be very high, as only 100 posts are available across 21 Circles for an All-India open market recruitment targeting Engineering graduates in Electronics/Telecom/CS/IT and related disciplines. Karnataka (26 seats), Kerala (15 seats), and Maharashtra (16 seats) will attract the highest number of serious applicants since they have the most vacancies and are also home to a large pool of engineering graduates. Circles like Rajasthan, Sikkim, Tamilnadu, and Uttarakhand with only 1 seat each will be the most competitive on a per-seat basis, where even a fraction of a mark can decide selection.
The 480-mark, 3-hour CBT with sectional minimum qualifying marks makes it critical to maintain balance across all three sections — candidates who neglect the General Ability section or fail to meet the per-section cut-off (40%/35%) will be eliminated regardless of their total score. The Rs. 2,000 exam fee and the mandatory 5-year bond (Rs. 6 Lakhs) will filter out casual applicants, leaving mostly serious engineering graduates. The Circle preference system rewards candidates who opt for more circles, as it gives BSNL flexibility to allocate based on merit and availability.
Who should NOT apply for BSNL JTO Direct Recruitment 2026?
- Candidates who do not hold a B.E./B.Tech. in any of the 7 specified disciplines (Telecom, Electronics, Radio, Computer, Electrical, IT, Instrumentation) or M.Sc. (Electronics/Computer Science) from a recognized University.
- Candidates who cannot distinguish principal colours or do not have binocular vision — this is a mandatory eligibility condition for the JTO(T) post.
- Candidates above 30 years of age as on 03-07-2026 (for UR/EWS/OBC-CL category) who do not qualify for any applicable relaxation.
- Candidates not willing to serve anywhere in India or be transferred to any BSNL Circle — the post carries a liability to be transferred anywhere in India in the interest of service.
- Candidates not willing to execute the bond of Rs. 6 Lakhs to serve BSNL for at least 5 years from the date of appointment.
- Candidates who have entered into or contracted a marriage with a person having a living spouse, or who having a living spouse, have entered into marriage with any person — such candidates are not eligible for appointment.
- Candidates from outside India (Non-Indian Nationals) — only Indian Nationals are eligible.
- OBC (Creamy Layer) candidates who wish to apply under OBC NCL reservation — Creamy Layer OBC candidates must indicate category as UR.

Common mistakes / What to check before applying BSNL JTO Direct Recruitment 2026?
- Not selecting enough Circle preferences during registration — candidates are strongly advised to select all 21 Circles in order of preference to maximise the chance of being selected based on merit. Opting for fewer Circles restricts candidature to only those opted Circles.
- Uploading photograph or signature outside the prescribed size/format: photo must be in JPG/JPEG format, 20kb–50kb with white background; signature must be in JPG/JPEG format, 10kb–20kb only.
- Using an incorrect or inactive mobile number/email ID — OTP will be sent to the registered mobile number for completing the registration process; all further communications will be sent only to these contacts.
- Submitting multiple applications — in case of multiple registrations, only the latest application number will be considered as final and older applications will be rejected.
- Not retaining the BSNL Registration Slip and Admit Card printout — no documents including copy of Registration Slip are to be sent to BSNL unless specifically asked.
- Attempting to change the Examination Centre or discipline after submission — no such requests will be entertained.
- Candidates already employed in Government Departments/Public Sector Undertakings/Autonomous Bodies must produce a "No Objection Certificate" from their present employer at the time of document verification — failure to produce this will affect appointment.
- Not noting the Rs. 400/- challenge fee per question/answer key for post-exam grievance submission — this fee is non-refundable and must be paid online.
- Underestimating negative marking — for every wrong answer, 1 mark is deducted. Avoid guessing randomly; unattempted questions carry no penalty.
- Not checking sectional cut-offs — candidates must meet the minimum qualifying marks in each individual section (40% for UR/OBC-CL, 35% for reserved categories) in addition to the overall minimum, or they will not be considered for the merit list regardless of total marks.
