Eligibility Criteria

  • Essential Educational Qualification (all streams of deputation): Bachelor’s Degree in Civil Engineering from a recognized University or Institute.
  • Essential Experience (general requirement): Three years’ experience in implementation of infrastructure sector projects related to Highways or Roads or Bridges.
  • Desirable Experience (for all routes): Officers possessing experience in handling Public Private Partnership (PPP) Projects shall be given preference.
  • Deputation – from officers under Central/State Governments/UTs/Universities/Recognised Research Institutions/PSUs/Semi-Government/Statutory or Autonomous organisations and other Government Bodies: holding analogous post on regular basis in Level 11 of Pay Matrix (Rs. 67,700–2,08,700) or equivalent in parent cadre/department; OR with 5 years regular service in Level 10 of Pay Matrix (Rs. 56,100–1,77,500) or equivalent; OR with 8 years regular service in Level 8 of Pay Matrix (Rs. 47,600–1,51,100) or equivalent, and possessing the essential educational qualification and essential experience.
  • Deputation – from officers of State Public Works Departments: holding Bachelor’s Degree in Civil Engineering from a recognized University/Institute; should have worked at least 5 years at the level of Assistant Engineer or Assistant Executive Engineer or Sub-Divisional Engineer and above on regular basis; out of this, at least 2 years’ experience in implementation of infrastructure sector projects related to Highways or Roads or Bridges; desirable PPP experience as above.
  • Deputation – from officers of Central Engineering Service (Roads), Ministry of Road Transport and Highways: holding Bachelor’s Degree in Civil Engineering from a recognized University/Institute and holding the post of Assistant Executive Engineer in Level 10 of Pay Matrix (Rs. 56,100–1,77,500) for a period of 4 years on regular basis; desirable PPP experience as above.
  • General Deputation Tenure Condition: The period of deputation, including time spent in another ex-cadre post immediately preceding this appointment, shall ordinarily be 1 to 5 years; extendable up to 6th year with approval of Secretary, MoRTH and 7th year with approval of Hon’ble Minister, subject to satisfactory performance.
  • Special Tenure for CES (Roads) Officers: For officers of Central Engineering Service (Roads) of MoRTH, deputation period shall be maximum 10 years up to 31.12.2026; thereafter, deputation tenure shall be maximum 7 years.
  • Age Condition: Maximum age limit for appointment by deputation shall not be exceeding 56 years; candidates should have more than two years of remaining service as on closing date of receipt of applications before superannuation in parent department.
