Eligibility Criteria

• Educational Qualification: Must possess a Bachelor's degree of a University established by law in India or qualification recognized as equivalent thereto
• Essential Skills: Must possess good knowledge of English Shorthand and Typewriting with minimum speed of 40 words per minute (corresponding to 12000 key-depressions per hour) in English typing and 100 words in English Shorthand dictation per minute
• Desirable: In case final marks obtained by 2 or more candidates are equal, preference will be given to those having good knowledge of Hindi shorthand and typewriting with minimum speed of 9000 key-depressions in Hindi type-writing per hour and 80 words in Hindi Shorthand dictation per minute and knowledge of Computer operation
• Registration: Candidates must be registered with Employment Exchange in Uttarakhand State (if applicable as per eligibility conditions)
• Experience: No prior experience required

• Pay Scale: Rs.47,600 - Rs.1,51,100
• Level: Level-8

Age Limit (as on 01.07.2025)

• Minimum Age: 21 years
• Maximum Age: 42 years
• Date of Birth: Candidate must have been born not before 02 July 1983 and not after 01 July 2004 (both dates inclusive)
• Age Relaxation for SC/ST: 5 years
• Age Relaxation for OBC (Non-creamy layer): 3 years
• Age Relaxation for PWD: 10 years
• Age Relaxation for Ex-Servicemen: As per Government guidelines - actual age minus service period in Armed Forces (maximum relaxation 3 years)
• Age Relaxation for Freedom Fighter Dependents: 5 years
• Special Provision: Chief Justice may allow relaxation of 5 years for High Court staff in suitable cases (maximum 3 attempts)

Selection Process

• Stage 1 - Typing Test (Qualifying/Mandatory): English Typing at minimum speed of 40 words per minute (corresponding to 12000 key-depressions per hour). Candidates not achieving this speed will be disqualified
• Stage 2 - Shorthand Test: Candidates qualifying the typing test will appear for Shorthand Test
  • Speed: 100 words per minute in English
  • Maximum Marks: 120
  • Duration of Dictation: 07 minutes
  • Transcription Time: 45 Minutes (excludes 10 minutes for reading notes)
  • Maximum Admissible Mistakes: 7% of total dictated words (49 mistakes out of 700 words)
  • Marking: Full mistakes (1 mark deduction each), Half mistakes (0.5 mark deduction each)
• Stage 3 - Written Examination: Paper I - General Knowledge and English Language
  • Total Marks: 80 Marks
  • Duration: 90 minutes
  • Part A - General Knowledge (40 marks): Indian History, Knowledge of Uttarakhand, General Science, Constitution of India, Current Affairs (Multiple Choice Questions)
  • Part B - English Language (40 marks):
    • Words, Phrases, Synonyms, Antonyms: 10 marks
    • Grammar: 10 marks
    • Translation from English to Hindi: 10 marks
    • Precis writing in English: 10 marks
• Negative Marking: For objective type questions, 1/4th mark will be deducted for each wrong answer
• Final Merit List: Based on combined marks of Shorthand Test (120 marks) + Written Examination (80 marks) = Total 200 marks
• Minimum Qualifying Marks:
  • General/EWS Category: 40% marks
  • OBC/SC/ST Category: 35% marks
• Tie Breaker: In case of equal marks, preference will be given to candidates having knowledge of Hindi shorthand and typewriting
• Examination Centre: Examination will be conducted at Examination Bhawan, UKPSC, Haridwar (Single Centre)

General Information/Instructions

• Nationality: No person shall be appointed unless he/she is a citizen of India
• Character: Character must be suitable in all respects for appointment to the service
• Marital Status: Male candidate having more than one wife living or female candidate married to a person already having a wife living shall not be eligible
• Physical Fitness: Candidate must be in good mental and bodily health. Medical certificate of physical fitness required before final appointment
• PWD Categories Identified: B, LV (Blindness/Low Vision), D, HH (Deaf/Hard of Hearing), OA, OL, OAL, CP, LC, Dw, AAV, MDy (Locomotor Disability categories), ASD(M), SLD, MI (Intellectual Disability), MD involving above categories
• Typing Test Special Concession: Only OA, LV, PB, and B category PWD candidates will get 5 minutes extra time for 10 minutes typing test
• Scribe Facility: Only LV and B category PWD candidates can avail scribe facility if requested in online application
• Employment Exchange Registration: Candidates applying for Group C posts must be registered with Employment Exchange in Uttarakhand (with certain exceptions)
• Uttarakhand Domicile: Candidates must have passed High School and Intermediate from recognized institutions in Uttarakhand State (with certain exceptions for government employees and permanent residents)
• Multiple Applications: Only latest valid application will be retained, previous fees will be forfeited
• Admit Card: Will be available for download from website, not sent by post
• Document Verification: Original documents along with self-attested photocopies must be produced when called by Commission
• Provisional Selection: Selection is provisional at every stage until final appointment
• No Permanent Right: Selection does not confer any right to appointment unless government is satisfied after necessary verification
• Uttarakhand Competitive Examinations Act 2023: Action will be taken as per this Act against any malpractice
