Qualification: Passing Intermediate (10+2) or equivalent from a recognized board/institute is mandatory.
Note: For the post of Stenographer, Maulvi Certificate, I.T.I. (two-year course certificate issued by NCVT/SCVT) and Polytechnic (three-year engineering diploma) will be considered equivalent to Intermediate.
Technical Qualification: Knowledge of shorthand in Hindi and English and computer typing/computer basics/word processing is mandatory.

Application Fee
Each candidate has to deposit an examination fee of only 100/- (one hundred rupees).
Note: Those candidates who do not enter Aadhaar No. as identity card in the online application will have to pay an additional 200/- (two hundred) rupees as Biometric fee.

Selection Process
Written Examination and Practical Test.
A. Written Examination- The written examination will be objective in nature. This examination will have one paper on General Knowledge, which will include the following subjects:-
(a) General Studies - Number of questions-50
(b) General Science and Mathematics - Number of questions-50
(c) Mental Ability Test (Comprehension/Logic/Reasoning/Mental Ability) - Number of questions-50
The questions will be objective and multiple choice. Total number of questions-150. 4 marks are fixed for each correct answer and 1 mark will be deducted for each wrong answer. The duration of the examination will be 2 hours 15 minutes. The question papers in the written examination will be in Hindi/English language. If there is any difference in the Hindi and English question papers, then the English questions will be valid.
Note: In the light of resolution memo no. 2374 dated 16.07.2007 of Personnel and Administrative Reforms Department, Bihar and resolution memo no. 962 dated 22.01.2021 of General Administration Department, 40 (forty) percent for general category, 36.5 (thirty-six and a half) percent for backward class, 34 (thirty-four) percent for extremely backward class and 32 (thirty-two) percent minimum qualifying marks for scheduled caste/scheduled tribe/women and disabled candidates is mandatory.
Through the written examination, candidates equal to 05 times the number of vacancies available category-wise will be selected for the Practical Test (Skill Test).
B. Practical Test Examination:-
(i) In the shorthand test examination, 80 (eighty) words per minute speed for Hindi and English dictation total 320 (three hundred twenty) words have to be written in sign script in the provided notebook in 04 (four) minutes {(1 minute additional time at the beginning for dictation writing)} duration. After the prescribed dictation, 02 minutes additional time will be given for correction. Total 20 (twenty) minutes will be given for typing the shorthand passage.
(ii) Typing test examination (Hindi and English) will be taken on computer.
(iii) In Hindi typing test examination, Mangal font in Remington Gail Keyboard Layout will be used.
(iv) In Hindi typing test examination, candidates have to type total 300 (three hundred) words at a speed of 30 (thirty) words per minute in 10 (ten) minutes.
(v) In English typing test examination, “UTF-8” Under English (US) Keyboard Layout will be used.
(vi) In English typing test examination, total 300 (three hundred) words have to be typed in 10 (ten) minutes at a speed of 30 (thirty) words per minute.
(vii) Candidates should select the appropriate Keyboard Layout at the beginning of Typing, changing Keyboard Layout during Typing may erase the content typed by the candidate.
(viii) Compensatory time will be given to benchmark disabled (visually impaired) candidates as per rules.
(ix) More than 10 percent error in shorthand speed and 1.5 percent in typing will not be acceptable for success in the practical test examination.
(x) Candidates will ensure to follow the instructions displayed on the Computer Screen from time to time during the examination.

Candidates who have been debarred from examination for specified period by Union Public Service Commission/Bihar Public Service Commission/Bihar Staff Selection Commission/other selection commission in cases of malpractice will not be entitled to appear in the competition examination. The decision of the Commission on the point of eligibility or ineligibility of the candidates to sit in the examination will be final.
C. In the light of memo no. 1003 dated 22.01.2021 and letter no. 12897 dated 28.07.2022 of General Administration Department, Bihar, Patna, preference will be given in regular appointment to contractually appointed employees on similar posts.
General Information / Instructions
In the light of resolution memo no. 22218 dated 12.12.2022 of General Administration Department, 05 (five) years relaxation in the maximum age limit prescribed for participation in competitive examinations is permissible for government servants regularly appointed by the Bihar Government, but the relaxation in the said age limit will be allowed only when they have not availed more than 05 (five) opportunities till then.
In the light of resolution memo no. 962 dated 22.01.2021 of General Administration Department, Bihar, 10 years relaxation in maximum age limit is permissible for disabled persons.
In the light of the letter of General Administration Department, ex-servicemen will be given concession equivalent to 03 (three) years plus the period spent in defense service in the age limit, provided that their actual age does not exceed 57 years on the date of application.
Syllabus:- The syllabus of the written examination is as follows:-
Section (a):- General Studies:- The objective of the questions will be to test the candidate's general knowledge of the surrounding environment and its application in society. Questions related to current events and subtle observation of day-to-day events and scientific approach towards them will also be included, about which an educated person is expected to have knowledge. Questions may be asked especially about Bihar, India and its neighboring countries.
(i) Contemporary Issues:- Scientific progress, National/International Awards, Indian Languages, Book, Script, Capital, Currency, Sports-Players, Important Events.
(ii) India and its Neighboring Countries:- History of Neighboring Countries, History of India, Culture, Geography, Economic Scenario, Freedom Movement, Main Features of Indian Agriculture and Natural Resources and Constitution and Polity of India, Political System of the Country, Panchayati Raj, Community Development, Five-Year Plan and Contribution of Bihar in the National Movement.
Section (b):- General Science and Mathematics:- Questions may generally be asked from the following subjects at the Matric level-
(i) General Science:- Basic questions related to Physics, Chemistry, Biology, Geography and knowledge of computer basics/word processing.
(ii) Mathematics:- Questions related to number system, computation of whole numbers, decimals and fractions, interrelationship between numbers, basic arithmetical operations, percentage, ratio and proportion, average, interest and profit and loss.
Section (c):- Mental Ability Test:- Both verbal and non-verbal types of questions may be asked such as- analogy, similarity and difference, space visualization, problem solving, analysis, visual memory, discrimination, observation, relationship concept, arithmetical reasoning, arithmetical number series, code writing and code interpretation, series, classification, mirror image, hidden figure, picture matrix, paper cutting, group images, shape construction and dice, analogy, analytical reasoning, water image, pattern completion, paper folding, rule detection, dot situation, picture formation and analysis.
7. Merit List:-After passing the practical test examination, the merit list will be prepared by the Commission by adding the marks obtained in the written examination and the preference marks obtained on the basis of contract. In case of equal marks in the written examination, the merit list will be determined on the basis of marks obtained in General Studies subject. In case of equal marks in General Studies subject also, priority will be given to the marks obtained in General Science and Mathematics subject. If the marks in General Science and Mathematics subject are equal, the candidate with higher age will be placed higher in the merit order on the basis of date of birth and if the date of birth is the same, the candidate whose name comes first according to the alphabet in Devanagari script will be placed higher in the merit order. In this way the final merit list will be prepared.
How to Apply
(i) Candidates are not required to send hard copy of application form and related documents to the Commission office. If any supplementary documents or hard copy application is given by the candidate himself, then that hard copy application/documents and any claim made on its basis will not be admissible.
(ii) The examination will be conducted considering the educational qualification, technical qualification and reservation related claims filled in the online application by the candidates as true. The preliminary check of the certificates uploaded in the online application and matching with the original certificates will be done only at the time of document verification. Generally it will not be checked before that and if the certificates are not found correct in the later check, or the fact/evidence given by the candidate is found wrong/erroneous, then the application of the candidate will be cancelled and the decision of the Commission on this will be final and the candidate will have no objection on it. Also due to this, the candidate can be declared ineligible for present and future, the full responsibility of which will be of the candidate only.
