Eligibility Criteria for GSSC Primary School Teacher 2026
Educational Qualification (as on 20.02.2026):
Essential Qualifications (Any One of the following):
Option 1:
- Higher Secondary School Certificate or its equivalent with at least 50% marks, AND
- Two years Diploma in Elementary Education (D.El.Ed) / Diploma in Education (D.Ed) or its equivalent
Option 2:
- Higher Secondary School Certificate (or its equivalent) with at least 45% marks, AND
- Two years Diploma in Elementary Education (D.El.Ed) / Diploma in Education (D.Ed) or its equivalent, in accordance with the National Council for Teacher Education (Recognition Norms and Procedure) Regulations, 2002
Option 3:
- Higher Secondary School Certificate (or its equivalent) with at least 50% marks, AND
- Four years Bachelor of Elementary Education (B.El.Ed.)
Option 4:
- Higher Secondary School Certificate (or its equivalent) with at least 50% marks, AND
- Two years Diploma in Education (Special Education)
OR
Option 5:
- Bachelor in Education (B.Ed.), AND
- Six months Bridge course in Elementary Education (Professional Development Programme for Elementary Teachers - PDPET)
Additional Essential Requirements:
- Teacher Eligibility Test (TET) Certificate: Passing certificate in TET as recognized by the Government of Goa in accordance with NCTE Guidelines
- Teaching Experience: Minimum two years of teaching experience in Primary Schools recognized by Directorate of Education
- Language Requirement:
- For Marathi Medium: Knowledge of Marathi
- For Konkani Medium: Knowledge of Konkani

Stage 1: Computer Based Test - I (CBT-I) - Screening/Shortlisting

Konkani Language Test (Mandatory):
- Marathi Medium: Minimum 4 marks out of 10 required in Konkani test (mandatory for merit consideration)
- Konkani Medium: Minimum 8 marks out of 20 required in Konkani test (mandatory for merit consideration)
- Konkani language questions will appear in the first 10/20 questions
- Only candidates securing minimum qualifying marks in Konkani will be evaluated for merit list
Shortlisting for CBT-II: 3.5 times the number of posts in each category/sub-category based on CBT-I merit

- Candidates will be asked to demonstrate on a particular concept of the post for which they have been shortlisted
- Shortlisted based on CBT-II performance
- Carries 10 marks
Final Merit & Selection
- Combined Score: CBT-II marks + Class Demonstration marks
- Common merit list prepared in descending order of Combined Score
- Selection process as per Government of Goa O.M. No.1/6/83-PER(Vol.II)Pt.(a)/143 dated 14.01.2019
- In case of tie (equal marks): Candidate born earlier gets precedence
- Wait list will also be prepared for each post in descending order of merit
Selection Process (Category-wise):
- First: PwD/Ex-Servicemen/Meritorious Sportspersons candidates shortlisted on merit and adjusted against their vertical category (UR/ST/SC/OBC/EWS)
- Second: Unreserved (UR) category candidates shortlisted in descending order
- Third: Reserved category candidates (who didn't avail age relaxation/concessions except fee) adjusted against UR if eligible on merit
- Fourth: Reserved category candidates (OBC/SC/ST/EWS) shortlisted separately in descending order
Important Selection Notes:
- No Negative Marking in CBT examinations
- CBT-I is only for screening/shortlisting (marks not counted for final merit)
- Question type: Multiple Choice Questions (MCQs)
- Compensatory time for PwD: 25 minutes for CBT-I (60 marks), 35 minutes for CBT-II (80 marks)
- If PwD/Meritorious Sportspersons not available in their reserved category, vacancies deducted from unreserved
- If Ex-Servicemen not available, vacancies filled by meritorious candidates
- If reserved category candidates not available, vacancies remain unfilled
