Eligibility Criteria

Educational & Essential Criteria

• The applicant should be an Indian national.
• Applicants should have a Master’s degree or higher from a recognized university in India or abroad.
• Preference will be given to applicants who have a degree in International Relations, Political Science and Economics.
• Experience of work in a reputed academic institution, think-tank or research organization in the area of foreign policy or international affairs.
• Wide ranging experience in writing and presentation skills.
• Proficiency in English with good communication skills.
• Proficiency in computer applications, including MS Office.
• The candidate should not be more than 35 years of age on the last date of submission of application.

Desirable Criteria

• Specialized domain knowledge/evidence of original thinking.
• Evidence of content writing – peer-reviewed publications, journals, newspapers, media reports.
• Experience of work in academia, think-tank or research organization in the area of foreign policy, international affairs or public policy.

Age Limit

• Maximum Age: 35 years on the last date of submission of application.
• Separate age relaxation is not mentioned; candidates must conform to the maximum age condition as stated.

Selection Process

• Applications will be screened by SSIFS based on eligibility and supporting documents.
• SSIFS will review the applications and shortlist candidates for interview.
• The shortlisted candidates will be intimated by email.
• The date, time and venue of the interview will be conveyed through email at the email address provided by the applicants.
• Applicants will have to make their own arrangements to reach the place of interview.
• No TA/DA will be payable by the Ministry to applicants for attending the interview.
• The final selection will be based on performance at the interview.
• The decision of the Government regarding selection of candidate will be final.

Application Fee

Salary/Stipend

• The remuneration package will be commensurate with the experience and profile of the selected candidate, subject to a maximum of Rs. 10,00,000/- per annum (Rupees Ten lakhs only) and deduction of applicable taxes.
• The consultancy fee so fixed shall remain unchanged during the term of engagement.
• The engagement will be strictly contractual and will not confer any other benefits to the selected candidate.
• The consultant shall not be entitled to benefits like Provident Fund, Pension, Gratuity, Medical Attendance Treatment, Seniority, Promotion etc. or any other benefits available to the regular employees of the Ministry.
• No HRA shall be admissible.
• The engagement of the Consultant is on full time basis with normal working hours from 0900 to 1730 hrs; hours are subject to change.
• In exigencies, the consultant may be required to work beyond office hours and/or on closed holidays without extra allowance or remuneration.
• He/She shall not accept any other professional appointment, paid or otherwise, during the term of engagement with the Ministry.
• Paid leave of absence may be allowed at the rate of 1.5 days for each completed month of service, subject to conditions on accumulation, maximum days at a time, and no leave encashment.
• If required to travel as part of duties, travel, accommodation and per-diem costs will be borne by the Ministry as per guidelines.

• The contract may be terminated on one month’s notice from either side or on payment of one month’s pay in lieu thereof.
• Unauthorized absence may lead to termination of the engagement.
• Engagement is strictly contractual and will not confer any right to regular appointment or benefits of regular employees.
• Paid leave, working hours, prohibition on other professional appointments, and other service conditions will be as specified in the notification.
• The selected person will be required to enter into a contract with the Ministry in a prescribed format from the actual date of engagement as Consultant.
