Eligibility Criteria

1. Sub-Assistant Engineer (Electrical)

• Essential Qualification: A Diploma in Electrical Engineering from an Institution recognised by the All-India Council for Technical Education (AICTE)

2. Junior Assistant Planner

• Essential Qualification: A Bachelor Degree in Architecture or Civil or Master Degree in Geography or Economics or Sociology with minimum 60% marks from a University or Institute recognized by the All-India Council for Technical Education (AICTE) with 01 (One) year experience in the field of Urban Planning or Regional Planning in the Central Government or State Government or Union Territories or Universities or Recognised Research Institutes or Public Sector Undertakings or Semi-Government or Statutory or Autonomous or Private Organisations
• OR
• Bachelor of Planning or Bachelor of Technology in Planning from a University or Institute recognized by the All-India Council for Technical Education (AICTE)

3. Investigator

• Essential Qualification: Diploma in Architecture or Civil Engineering recognised by the All-India Council for Technical Education (AICTE) or Degree in Geography or Economics or Sociology from a recognized University or Institute

4. Draftsman

• Essential Qualification: Higher Secondary or its equivalent with Diploma in Architecture or Civil Draftsmanship from an Institution recognised by the All-India Council for Technical Education (AICTE)

5. Surveyor

• Essential Qualification: Higher Secondary or its equivalent with Certificate in Survey or Diploma in Survey or Diploma in Civil Engineering from an Institution recognised by the All-India Council for Technical Education (AICTE)

6. Survey Assistant

• Essential Qualification: Madhyamik or its equivalent passed from a recognised School or Institution with Certificate in Survey from an Institute recognised by the All-India Council for Technical Education (AICTE)

7. Work Assistant

• Essential Qualification: Madhyamik or its equivalent with knowledge of Computer Applications and ability of typing on Computer @ 20 words per minute in English

8. Software Developer

• Essential Qualification: B.Sc. in Computer Science or Degree in Computer Engineering or B.Sc. plus DOEACC "A" Level passed or B.C.A.

9. Lower Division Clerk

• Essential Qualification: Madhyamik or its equivalent with Certificate Course on Computer Applications

10. Accounts Cum Audit Assistant

• Essential Qualification: Bachelor Degree in Commerce from recognised University with one-year experience in Accounts works and Certificate Course on Computer Applications

11. Cashier

• Essential Qualification: Madhyamik or its equivalent with Certificate Course on Computer Applications

12. Accounts Clerk

• Essential Qualification: Madhyamik or its equivalent passed with Certificate Course on Computer Applications

13. Store Keeper

Age Limit 

• For Sub-Assistant Engineer (Electrical) & Junior Assistant Planner: Minimum 18 Years, Maximum 36 Years
• For Investigator, Draftsman, Surveyor & Software Developer: Minimum 18 Years, Maximum 39 Years
• For Survey Assistant, Work Assistant, Lower Division Clerk, Cashier, Accounts Clerk & Store Keeper: Minimum 18 Years, Maximum 40 Years
• For Accounts Cum Audit Assistant: Minimum 18 Years, Maximum 39 Years
• Age Relaxation: SC/ST candidates of West Bengal: 5 years; OBC candidates of West Bengal: 3 years; PWD candidates with 40% and above disability: Up to 45 years
• Note: Age as recorded only in the Madhyamik or equivalent certificate will be accepted

Selection Process

• For Sub-Assistant Engineer (Electrical), Junior Assistant Planner, Investigator, Draftsman, Surveyor, Survey Assistant, Software Developer & Store Keeper:
  • Written Test (Multiple choice Objective type) - 200 marks
  • Personality Test - 40 marks
• For Work Assistant, Lower Division Clerk, Accounts Cum Audit Assistant, Cashier & Accounts Clerk:
  • Written Test (Multiple choice Objective type) - 200 marks
  • Computer Efficiency Test (CET) - Qualifying in nature (typing on computer at 20 words per minute in English)
  • Personality Test - 40 marks
• Written Test Details: OMR based examination of 200 marks consisting of 100 multiple choice objective type questions carrying 2 marks each. Negative marking of 1 mark for every incorrect/wrong answer. Questions will be set in English. Time allowed: 1.5 hours
• Qualifying Marks for Personality Test: General Candidates - 45%, OBC Candidates - 40%, SC/ST & PWD Candidates - 35%
• Final Merit List: Will be prepared on the basis of total marks obtained in written examination and Personality test
• Examination Center: Kolkata only

General Information/Instructions

• All applicants must be citizens of India
• Posts are under Midnapore Kharagpur Development Authority (MKDA)
• Document regarding prescribed Qualifications, Age, Caste, PWD certificate, Experience, etc. must be scanned and uploaded along with online application
• Bonafide Certificates issued by competent authority must be within the closing date of Advertisement
• SC/ST & OBC candidates of other states shall be treated as General Candidates
• The eligibility of a candidate for applying as Other Backward Classes (OBC) will be guided by the Notifications issued by Backward Classes Welfare Department
• OBC Classification of OBC-A & OBC-B and the percentage of reservation for OBC shall be subject to the result of the pending litigations before the Hon'ble Supreme Court of India
• For S.C/S.T/O.B.C candidates: Certificate must be issued by Sub-Divisional Officer of the Sub-Division concerned or in Kolkata, the District Welfare Officer, Kolkata
• Benefits of reservation will be given to PWD candidates with disabilities of at least 40% and above
• Candidates with disabilities may seek help of a SCRIBE for written examination only by applying to the Secretary between 19.01.2026 to 21.01.2026

• Candidates now in service under Central or State Government / Semi Government / Local / Statutory Body must ensure No-Objection Certificate (N.O.C.) reaches the Commission office within 7 days preceding the date of Personality Test
• Mobile phones, pagers, calculators, or any other electronic or communication devices are not allowed inside the examination premises
• Candidates submitting more than one application for one particular post will have their candidature cancelled
• Candidates must carry valid Identity proof (Aadhar Card, Voter ID Card, Driving License, Passport, PAN Card, Bank Passbook with photograph)
• Any attempt to influence the Selection Committee or enlist support from officials will disqualify the candidate
• The Commission reserves the right to rectify errors and omissions at any stage, even after final declaration of result
• The Commission reserves the right to increase/decrease or withdraw the number of any advertised post at any time
