Eligibility Criteria

Assistant Review Officer

• Essential Qualifications: Bachelor's degree from a University established by law in India or recognized equivalent qualification
• Essential Skills: Minimum speed of 9000 key depression per hour in English Typing
• Computer Knowledge: Basic knowledge of computer operation including Windows and Internet, MS Word, MS Excel, MS PowerPoint
• Note: Test of knowledge of computer operation shall be of qualifying nature with minimum 40% marks required

Assistant Librarian

• Essential Qualifications Option 1: Degree in Law and Diploma or Degree in Library Science from a recognized University
• Essential Qualifications Option 2: Degree in Library Science from a recognized University with 05 years experience as Assistant Librarian or Librarian in any University of Law or Judicial Academy
• Computer Knowledge: Basic Knowledge of Computer Operation

Translator

• Essential Qualifications: Bachelor Degree from a recognized University having Hindi or English as a subject
• Essential Requirement: Must have Hindi and English subjects in Intermediate (10+2)
• Computer Knowledge: Knowledge of Computer Operation
• Desirable Qualifications:
  • Having Degree in Law
  • Having Diploma or Certificate Course in Translation from Hindi to English and vice versa from University or Institution recognized by Government
  • Having two years previous experience in Translation works from Hindi to English and vice versa in any Central or State Government Offices, Parliament, State Legislature Secretariats or Central or State Public Section Undertakings, Supreme Court of India, High Courts or District Courts
• Qualifying Marks: General Category 50%, SC/ST/OBC 45%

Typist

• Essential Qualifications: Bachelor's Degree of a University established by law in India or a qualification recognized by the State Government as equivalent
• Essential Skills: Good knowledge of English typing with minimum speed of 30 words per minute on the computer
• Language Knowledge: Thorough knowledge of Hindi and English and sufficient knowledge of operating computer

Salary/Stipend

• Assistant Review Officer: ₹44,900 - ₹1,42,400, Level-7, Grade Pay ₹4,600
• Assistant Librarian: ₹47,600 - ₹1,51,100, Level-8, Grade Pay ₹4,800
• Translator: ₹29,200 - ₹92,300, Grade Pay ₹2,800, Level-5
• Typist: ₹29,200 - ₹92,300, Grade Pay ₹2,800, Level-5
• Post Nature: All posts are Non Gazetted, Temporary/Permanent, Covered by Contributory Pension Scheme

Age Limit (as on 01-07-2025)

• Minimum Age: 21 years (Date of Birth should not be after 01 July 2004)
• Maximum Age: 42 years (Date of Birth should not be before 02 July 1983)
• Age Relaxation for SC/ST/OBC: 05 years
• Age Relaxation for Freedom Fighter Dependents: 05 years
• Age Relaxation for Persons with Disabilities: 10 years
• Age Relaxation for Ex-Servicemen: As per service period deduction rules (maximum 03 years above upper age limit permissible)
• Age Relaxation for High Court Staff: 05 years relaxation may be made by Chief Justice in suitable cases
• Note: If candidate claims more than one sub-category, only one sub-category benefit (most beneficial) will be admissible

Application Fee

• Payment Mode: Net Banking, Debit Card, Credit Card, UPI
• Note: Uttarakhand Ex-Servicemen, Freedom Fighter Dependents, Uttarakhand Women, and Uttarakhand Skilled Players will pay fee according to their category (UR/EWS/SC/ST/OBC)
• Important: Fee once paid will not be refunded under any circumstances
• Main Examination Fee: Will be charged separately and details will be notified after preliminary examination results

Important Dates

Selection Process

• Stage 1: Preliminary Examination (Objective Type) - General Knowledge paper of 200 marks, 3 hours duration
• Stage 2: Main Examination (Written Type/Question-Answer Booklet)
  • For Assistant Review Officer: English Language, Hindi Language, Computer Operation (Practical/Qualifying), English Typing Test (Qualifying)
  • For Assistant Librarian: Theory Paper I (Compulsory), Theory Paper II (Optional - one of three), Computer Operation (Practical/Qualifying)
  • For Translator: Language Paper (English & Hindi), Translation and Drafting, Computer Operation (Practical/Qualifying)
  • For Typist: English Language, Hindi Language, Computer Typing (Practical/Qualifying)
• Stage 3: Computer Operation and Typing Examination (Qualifying Nature for applicable posts)
• Final Selection: Based on merit in Main Examination and post preference given by candidates in online application
• Negative Marking: One-fourth marks will be deducted for each wrong answer in objective type questions
• Minimum Qualifying Marks (Preliminary): General 35%, OBC/EWS 30%, SC/ST 25%
• Minimum Qualifying Marks (Final Selection): General 45%, OBC/EWS 40%, SC/ST 35%
• Special Note for Translator Post: Qualifying marks are General 50%, SC/ST/OBC/EWS 45% at each stage
• Computer Operation Test: Qualifying nature with minimum 40% marks required

General Information/Instructions

• The Uttarakhand Competitive Examinations (Prevention and Redressal of Unfair Means in Recruitment) Act, 2023 has been promulgated and action will be taken as per provisions for any misconduct
• Candidates must possess all essential educational qualifications and other qualifications mentioned in the advertisement by the last date of online application (20 January 2026)
• As per Scrutiny Guidelines 2022 (as amended 2024), the date of possessing mandatory educational qualification will be determined only by Marksheet Issuing Date
• Candidates should study all instructions in the advertisement carefully before applying online and fill the application correctly
• Candidates presenting fake certificates (educational qualification/age/reservation related) will be debarred from all future examinations of the Commission for maximum 05 years
• Online applications will be accepted only through Net Banking/Debit Card/Credit Card/UPI payment mode
• Candidates can cancel and re-apply before the last date if there is an error, but fee paid will not be refunded
• After final submission, one-time opportunity for correction/modification will be provided from 26 January to 04 February 2026
• At initial stage, no need to send printout of online application or any certificates to Commission office
• Admit cards will not be sent by post but will be issued online on Commission website
• Examination will be conducted at centers mentioned in Appendix-4: Rudrapur, Haldwani, Srinagar, Haridwar, Dehradun
• Computer operation and typing test will be conducted at Gyanodaya Lab, Examination Building, UKPSC, Haridwar
• EWS certificate should be valid for financial year income and issued for year 2025-26 based on income calculation of financial year 2024-25
• Persons with Benchmark Disabilities should have minimum 40% disability in specified categories as per High Court notification dated 04 November 2025
• Scribe facility will be provided to eligible PwD candidates as per guidelines in Appendix 5 and 6
• Candidates must be citizens of India
• Character of candidate must be suitable for appointment to the service
• Candidates must be in good mental and bodily health free from any physical defect
• Male candidate having more than one wife or female candidate who has married person already having wife shall not be eligible
• Use of mobile phone, photo camera, pager, scanner pen, bluetooth device or any communication device is strictly prohibited at examination center
• Malpractices are strictly prohibited and action will be taken as per Uttarakhand Competitive Examinations Act 2023
• Medical certificate of physical fitness will be required before final appointment

How to Apply

• Read the advertisement carefully and click on "How to Apply" link in Menu bar
• Review Advertisement Details, Important Dates and Instructions for filling online application
• Click on "Apply Now" button
• Fill Registration Form with correct information and create Login Password, then Submit
• Verify all details entered in Basic Information. If correct, tick "I have verified all details" and Submit. If changes needed, click Edit
• After submission, Primary Registration completion message will be displayed and sent to registered Mobile Number and Email
• Click on "Click here to login" button
• Fill Educational Details - add High School, Intermediate, Graduate and other educational qualifications
• Upload Photo and Signature as per specified format
• Tick the declaration "I hereby declare that the photograph & signature are correct and accurate representation of myself" and click Continue
• Check all filled data carefully on screen. Use "Back & Edit" to correct any errors
• If all details are correct, tick the declaration and click Final Button to complete application
• Click "Print Application" button to take printout of online application form
• Make fee payment through Net Banking/Debit Card/Credit Card/UPI before last date
• Candidates can cancel application before last date using "Cancel My Application" button (fee will not be refunded)
• One-time correction facility will be available from 26 January to 04 February 2026 after final submission
